Summary Objective The purpose of this position is to ensure AI solutions are successfully adopted and sustained across

Louisville Metro Government by leading change management, staff training, and communication efforts.

The role partners with departments to prepare teams for AI-enabled workflows, support frontline staff

through transition, and create repeatable playbooks that accelerate safe and effective AI adoption

citywide.

This class works independently, under limited supervision, reporting major activities through periodic

meetings.

Essential Functions The essential functions listed below are those that represent the majority of the time spent working

in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Leads change management planning and readiness assessments for AI pilots and implementations across departments, in coordination with agency leadership, HR, and the CAIO.
  • Designs and delivers training, workshops, office hours, and self-service materials to build AI

literacy and tool proficiency for staff, supervisors, and managers.

  • Translates technical changes into clear, accessible language and practical steps; works with

departments to update workflows, SOPs, and job aids to reflect AI-enabled processes and clarify

new responsibilities.

  • Supports frontline teams during pilot and rollout phases by addressing questions, capturing

feedback, and coordinating with product and engineering teams on improvements, demonstrating

empathy, patience, and resilience when navigating resistance.

  • Plans and executes communications for AI initiatives, including key messages, FAQs, talking

points, and stakeholder updates for internal and external audiences.

  • Tracks adoption, usage metrics, and qualitative feedback; identifies barriers, develops KPIs and

measurement strategies, and recommends targeted interventions to improve uptake and

organizational impact of transformation and training programs.

  • Develops reusable templates, checklists, and toolkits for training, rollout, and change management

that can be applied to future AI projects and scaled across departments.

  • Builds strong relationships and facilitates sessions with staff at all levels; organizes and prioritizes

work effectively to plan, execute, and evaluate change initiatives with high-quality outcomes.

Minimum Education And Experience Requirements

  • Bachelor’s degree in Organizational Development, Education, Public Administration, Business,

Communications, or a related field, or an equivalent combination of at least seven (7) years of

directly relevant experience.

  • Three (3) or more years of professional experience in change management, training and facilitation,

organizational development, or large-scale technology implementation or an equivalent

combination of education, training, and experience.

Other Minimum Requirements

  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
  • Must submit to fingerprinting for criminal history check.
  • Must complete the annual security awareness training.

Physical Demands Physical demands refer to the requirements for physical exertion and coordination of limb and body

movement.

  • Sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis; or sustained keyboard operations.

The Following Certifications Are Preferred

  • Formal training or certification in change management

(e.g., ACMP, Prosci,) or instructional design.

  • Demonstrated experience leading at least three (3) major change initiatives that affected multiple

departments, stakeholder groups, or organizational units, including responsibility for planning,

execution, and evaluation.

  • Proven track record designing and delivering training or facilitation programs, including two (2) or

more efforts where the candidate developed curriculum, workshops, or ongoing enablement for staff at different levels.

  • Experience working in government, public sector, unionized environments, or other highly

structured organizations on at least two (2) initiatives that required navigating formal processes,

policies, or labor considerations (preferred).

  • Experience supporting adoption of digital, data, or AI solutions on two (2) or more projects,

including responsibility for communications, stakeholder engagement, or measurement of adoption

and usage (preferred).
