  • 8+ years of experience working on government IT projects as a software developer or software engineer

  • 8+ years of experience building and optimizing SQL statements and stored procedures

  • 3+ years of experience supporting Water Quality / Water Safety Information Systems, preferably in a government environment

  • Strong working knowledge of:

  • ASP.NET

  • .NET

  • C#

  • HTML

  • CSS

Preferred / Nice-to-Have Skills

  • Experience implementing, configuring, or supporting:

  • SDWIS

  • Water Quality Exchange (WQX)

  • SWIFT

  • DW-SFTIES

  • Experience with Apache Tomcat and Java

  • Experience collaborating with the Environmental Protection Agency (EPA)

  • Experience using service/help desk ticketing platforms

  • Proficiency with Microsoft Office products

Key Responsibilities

  • Design, develop, enhance, and maintain applications supporting Bureau of Water programs
  • Perform manual and automated testing to ensure application reliability and performance
  • Troubleshoot, debug, and resolve application issues reported via service desk tickets
  • Collaborate with business users, analysts, vendors, and technical teams to gather and refine requirements
  • Participate in code reviews and mentor junior developers
  • Support data and application migration efforts, including identifying dependencies and data flows
  • Modify applications and support deployment activities during migration
  • Create and maintain system documentation, including disaster recovery and continuity plans
  • Adhere to DES and Office of Technology security standards to protect sensitive data
  • Communicate effectively across technical and non-technical stakeholders

  • Strong understanding of the Software Development Life Cycle (SDLC)
  • Demonstrated software troubleshooting and analytical skills
  • Experience maintaining and upgrading legacy systems
  • Knowledge of software security standards and best practices
  • Ability to analyze and organize complex technical data
  • Leadership experience or ability to guide technical teams
  • Strong verbal and written English communication skills
  • Creative problem-solving mindset with willingness to learn new technologies

Required Education

  • Bachelor’s degree in Computer Science, Computer Engineering, or a related field
  • Relevant experience may substitute for the degree on a year-for-year basis
