Your Role

The MediCal and Medicare Pricing and Finance team is responsible and accountable to the General Managers of both lines and oversees a team that drives pricing, rate filings, strategic planning, compliance, and performance optimization. The combined lines represent approximately $6B in annual revenue and 985,000 members.

The Sr. Director, Financial Analytics, Medi-Cal and Medicare leads the actuarial and financial analytics team responsible for managing the financial performance of Blue Shield of California’s Medi-Cal and Medicare lines of business.

Responsibilities

Your Work

In this role, you will:

  • Be a strategic finance thought partner to the Medicare General Manager and Promise CEO.
  • Lead financial planning and forecasting activities such as the annual and long-range plans, including membership, revenue and healthcare costs, and support the review of administrative expenses for these business lines
  • Lead actuarial pricing and financial management strategy for Medicare Products which include Medicare Advantage, Prescription Drugs Plans and Medicare Supplemental plans
  • Align with the organization’s long term operating income and growth targets, as well as driving cross-functional executions as appropriate
  • Lead the teams to complete Rate Development Process for Medi-Cal, regulatory filings, CalAIM program implementation and compliance
  • Develop financial management strategies for this business line
  • Communicate and influence across the organization (Healthcare Quality & Affordability, Claims Operations, Mandates, Pharmacy and other functions) to ensure strategic alignment for Medicare and Medi-Cal LOB goals
  • Provide financial opinions for regulatory advocacy and Medi-Cal plan partner negotiations

Qualifications

Your Knowledge and Experience

  • Requires a college degree or equivalent experience
  • Requires at least 12 years of prior experience in health plan financial or actuarial analytics
  • Requires at least 8 years of management experience with direct reports
  • Requires at least 7 years of experience working business process improvement, analyzing data, and implementing projects supporting financial operations
  • Requires deep understanding of CMS and DHCS regulatory environment, including rules and drivers for Medicare and Medi-Cal revenue rate developments
  • Requires working knowledge of Medicaid or Medicare Advantage product financial management either through actuarial rate filings, bids or pricings, or financial planning and analysis for revenue and cost of healthcare
  • Requires strong cross-functional collaboration, influence and communication skills
