Project Controls Specialist
System One is seeking a Project Controls Specialist to support an advanced nuclear medical isotope development program focused on producing radioisotopes used in innovative cancer therapies. This role will provide project controls leadership and support for engineering and construction activities, ensuring effective planning, scheduling, cost management, and risk oversight across multiple project workstreams.
The Project Controls Specialist will work closely with project managers and project teams to implement standardized project controls processes, reporting tools, and performance metrics. This individual will also serve as a secondary scheduling resource, providing backup expertise to the Master Scheduler and helping maintain schedule quality and integration across project phases.
This position requires up to 50% onsite support at project locations in Everett, WA or Bellevue, WA.
Responsibilities Project Controls Leadership & Framework Development

Partner with Project Managers to implement standardized project controls processes including scheduling, cost tracking, risk management, and change control.

Support the establishment and maturation of project controls systems for a developing project office.

Assist in selecting and configuring project controls tools, reporting standards, and governance practices.

Establish and maintain key performance indicators (KPIs) for monitoring schedule, cost, and productivity across project workstreams.

Develop dashboards and reporting templates to provide visibility to leadership and stakeholders (Power BI, Excel-based reporting).
Planning & Scheduling

Provide guidance in developing and maintaining project schedules using the Critical Path Method (CPM).

Review and validate project schedules to ensure proper logic, sequencing, and integration of project phases.

Support the Master Scheduler in resolving schedule conflicts and conducting recovery analysis when needed.

Coordinate cross-discipline schedule integration across engineering, procurement, construction, and validation activities.
Cost Control & Performance Monitoring

Track project cost performance against budgets and forecasts.

Identify variances and recommend corrective actions.

Support implementation of Earned Value Management (EVM) where applicable.

Assist with development of project budgets, forecasts, and cash flow projections.
Risk & Change Management

Support project risk identification, tracking, and mitigation planning.

Monitor and manage change requests and ensure schedule and cost impacts are evaluated.

Maintain change logs and provide impact assessments to project leadership.
Reporting & Continuous Improvement

Prepare integrated project controls reports combining schedule, cost, risk, and performance data.

Conduct what-if scenario analysis to evaluate potential impacts and mitigation strategies.

Participate in lessons-learned reviews to improve future project execution.

Provide mentorship and guidance to project team members on project controls best practices.
Required Qualifications

Bachelor’s degree in Engineering, Construction Management, Business, or related field

10+ years of project controls experience within engineering, procurement, and construction (EPC) environments

Strong scheduling expertise including CPM and Primavera P6

Experience supporting or backing up a Master Scheduler

Proven experience in cost control, earned value management (EVM), and budget forecasting

Experience with project risk and change management processes

Strong analytical, problem-solving, and communication skills

Experience helping establish or mature project controls programs in complex project environments
Preferred Qualifications

Background in engineering planning or construction management with emphasis on planning and scheduling

Knowledge of generating station systems, heavy industrial facilities, or large-scale infrastructure projects

Advanced expertise with Primavera P6

Advanced proficiency in Microsoft Office (Excel, Word, PowerPoint)
