Five years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; ORSix years of full-time work experience in any field plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; ORA bachelor’s degree plus two years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; ORAn advanced degree or a Juris Doctorate plus one year of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.Job Specification The official job specifications for this role, as defined by the State Civil Service, can be foundJob Duties and Other InformationJob Duties:
The primary responsibility of an HCBS Program Monitor is to monitor the service providers, i.e., the Area Agencies on Aging (AAAs) and the Councils on Aging (COAs), in a pre-assigned region of the State.

  • Serving as the primary contact person for the AAAs and COAs in the assigned region.
  • Developing and implementing policies, procedures, and training tools to assist contractors and service providers with meeting program performance goals and objectives, as stipulated in the area plans
  • Identifying the need for resources and training related to the development and administration of area plans; determining how needs can be met; and developing proposals for meeting identified needs.
  • Conducting research, linking constituents to services, and networking with service organizations and the aging network to assist with coordinating programs and services for the aging community
  • Representing GOEA/HCBS on various committees, task forces, work groups, councils, and coalitions for the purpose of formulating program ideas, policies, community partnerships, and inter-agency participation
  • Developing and conducting seminars and public education forums to inform and assist individuals in obtaining the services needed for themselves and/or individuals who are over age 60 and are in need of assistance
