Are you the One? We are looking for a Program Coordinator II (Nurse Aide Facilities Coordinator) who supports the Optional State Supplementation (OSS), Optional Supplemental Care for Assisted Living Program (OSCAP), Nurse Aide (CNA) and Medication Assistant (MATP) programs. This position assists with the design and development of the CNA and MATP competency evaluation programs, ensures compliance and conducts quality assurance, maintains the nurse aide and medication assistant registries, and assists with contract monitoring of SCDHHS’ CNA vendor.
- Serves as subject matter expert for OSS, OSCAP, nurse aide, and medication assistant programs. Knowledgeable of state, federal, and other policy regulations that impact these programs. Works closely with stakeholders to determine policy and/or process improvements. Reviews and amends policies and proposes suggestions to improve the effects of existing policies. Assist internal and external stakeholders with policy questions and concerns. Conducts policy trainings annually or as requested by stakeholders.
- Supports the design, implementation, and continuous improvement of the CNA and MATP competency evaluation programs. This work includes developing an operational plan, policies and procedures, test delivery models, and evaluator protocols of approved offsite test sites. Ensures fair and secure testing environments and supports scalability across geographic regions. Provides assistance on curriculum alignment and certification eligibility requirements.
- Responsible for enforcing adherence to all federal and state requirements related to nurse aide and medication assistant training, testing, and certification. This includes reviewing test administration procedures, ensuring evaluator compliance, and maintaining policies that reflect regulatory updates. Leads internal audits, supports external federal reviews, and monitors program quality metrics to ensure consistency, fairness, and continuous improvement across all testing and registry operations.
- Reviews and approves nurse aide and medication assistant program and candidate exception requests for initial enrollment and/or recertification sent by the vendor. This includes oversight of the Nurse Aide Registry system to ensure real-time updates, data integrity, and interoperability with external databases as required by CMS. Serves as SCDHHS representative for nurse aide/medication assistant registry appeals.
- Provides day-to-day oversight, follow-up, and maintenance on contract management and vendor deliverables and escalations for assigned contracts. Serves as a subject matter expert providing knowledge and expertise for assigned contracts to management, vendors, and agency stakeholders. Tracks, assists, and escalates as necessary the planning, coordination, administration and execution of new contract and contract amendments. Measures, tracks and reports regularly on contract activity, contractor performance and agency satisfaction to department lead and others. Archives and stores supporting documentation, communications, reports, etc. Provides input, serves as liaison, and prepares communications for publication to vendors, internal departments, stakeholders, and/or administration.
- Any additional duties assigned to support the broader goals of the agency. May require performing tasks across other business units within the agency.

Minimum and Additional RequirementsA bachelor’s degree and three (3) years of experience in the field of business administration, social work, public health, human services and/or related field, OR;A master’s degree and one (1) year of experience in the field of business administration, social work, public health, human services and/or related field.An equivalent combination of experience and education may be considered with prior State Human Resources approval.Additional Requirements:

Preferred Qualifications
- Three (3) years’ experience in long-term care, nurse aide training, or regulatory compliance.
- Master’s degree in Public Health, Education, or Healthcare Administration.
- Experience in administering a NATCEP or nurse aide registry at the state or institutional level.
- Familiarity with South Carolina’s technical college system.
- Proficiency with electronic registry systems and test administration software.
- Demonstrated experience coordinating with CMS or regulatory agencies.
- Have strong organizational, interpersonal/collaborative and problem-solving skills, including the ability to work independently, multi-task while handling large volumes, with a commitment to follow-up and detail.
- Experience in and knowledge of Medicaid long-term care programs.
- Ability to interpret and apply laws, regulations, policies and procedures.
- Proficient in Microsoft Office applications.
- Able to make independent decisions, when necessary.
- Excellent verbal and written skills required.
