People, Opportunities, Community, and Access (POCA) Program Manager
This role leads efforts to cultivate a work environment that reflects our values of Belonging, Integrity, Collaboration, Hope, Compassion, and Equity through leadership and collaboration with the People, Opportunities, Community and Access (POCA) Committee. This role will also collaborate with leadership colleagues to partner with external community partners to provide inclusive and equitable services to the communities we serve.
This is a full-time, permanent position with a salary range of $73,000 – $84,000. Duties/Responsibilities:
- Partner as a trusted consultant to implement strategies and programming to embed belonging practices within the everyday work of Journey Mental Health Center.
- Review and advise on policy and culture changes to better support employees and clients.
- Work with HR Director to consult, develop and implement Journey’s People strategy.
- Facilitate and support the POCA Committee through action planning, coordination, project planning, communications, and scheduling.
- Act as a supporting leader/advisor in investigating complaints related to employee relations.
- Create, organize, and deliver training and policy updates to the organization.
- Serve as an advisor and co-lead to Journey’s employee affinity groups.
- Manage, supervise, and support the POCA team.
- Support the coordination and implementation of Journey’s policies around bias, equality, and inclusivity.
- Keep up-to-date written procedures for areas of responsibility.
- Assist with planning & executing org-wide events for commonly recognized heritage and awareness months (i.e. Juneteenth, Native American Heritage Month, Women’s History Month, etc).
- Participate and engage with community partners, members, and stakeholders through events, collaboration and partnerships.
- Support recruitment of colleagues and interns by attending job fairs, campus events, etc.
- Participate in special projects and other duties as assigned.

Essential:
Education:
- Bachelor’s degree 4 years of relevant experience (e.g., human services, healthcare, human resources, community work, advocacy, etc.). Relevant experience or certification may substitute degree requirements on a year-for-year basis.
Experience:
- Culturally responsive mindset — proficiency integrating belonging and equity into everyday practice and relationship building. Understanding of key concepts and practices related to race, gender, power, intersectionality, antiracism, and multicultural competence.
- Technology skills – demonstrated proficiency with Macintosh computers, Microsoft Office (Word, Excel, etc.), communication platforms (email, chat, etc.), social media platforms, and web collaboration tools (Zoom, Teams, etc.).
- Collaborative & communication skills– ability to effectively work with various stakeholders (leadership, colleagues, candidates, community partners) and clearly present on a wide variety of related topics.
- Organizational skills — displays strong planning, project management, and problem-solving skills to achieve objectives. Ability to work effectively, flexibly, and timely in a fast-paced environment.
- Passion for creating environments where people feel safe, supported, and valued.
Preferred:
Experience:
- Lived experience as a member of a historically marginalized group based on race, gender, or culture.
- Fluency in any language in addition to English.
- Possession of a valid driver’s license, a favorable driving record, adequate insurance (per state law) and access to a vehicle.
- Familiarity with trauma-informed practices and mental health advocacy.
Working Conditions

- This position will require working on-site in our Madison, Wisconsin office, with some ability to work remotely.
Hiring Process
- All potential candidates will need to successfully pass the Background Information Disclosure (BID) for entity employees and contractors.
