The Hazardous Materials Investigation Bureau (HMIB) maintains four programs, the goal of which is to identify hazardous substances and petroleum products that might adversely affect transportation projects such as regulatory enforcement against the NMDOT, cost overruns, and threats to worker safety. The four programs include:
The Hazardous Materials Investigation Program ¿ the HMIB identifies and assesses hazardous material-related conditions for their impact on NMDOT construction projects.
Tribal/Local Public Agency (TLPA) Assistance Program ¿ Provides hazardous material investigation guidance to municipalities and tribal governments for their own transportation projects.

As a valued new employee to NMDOT, you may be eligible to receive three (3) days of administrate leave upon your start date. This is applicable to external hires not within the State of New Mexico Government.
Why does the job exist?

The Manager serves as the Chief of the HMIB. This position oversees the work of two senior- and two mid-level Geoscientists who, utilizing principles of geology, hydrogeology, and chemistry, devise and conduct detailed analyses of construction materials, water, soil, and occasionally air, for hazardous substances or petroleum products to develop appropriate construction strategies. This is a key position for the fulfillment of the requirements of the HMIB and the NMDOT.
How does it get done?

  • Supervising personnel, including (but not limited to) interviewing, hiring, training, and evaluating performance of HMIB staff.
  • Assigning and overseeing the work of the team of Geoscientists, including (but not limited to) responding to requests of data and presentations, project development, reports, etc.
  • Coordinating HMIB work among other NMDOT functional groups, with secondary customers (intra-agency), and other state and federal agencies (inter-agency).
  • Supporting HMIB staff by coordinating allocation of resources, training, etc.

The primary HMIB customers are the citizens of the State of New Mexico. Daily customers include the NMDOT’s Programs and Infrastructure Division, the Agency’s six District offices, and tribal and local public agencies.

Minimum Qualification

Bachelor’s Degree in Physical, Natural, Biological, or Environmental Science, Soil Science, Engineering, or Chemistry and six (6) years of work experience in public/environmental health, environmental science, animal science, natural science, biological science, physical science, air quality management, engineering, chemistry, geology, hazardous waste management, wildlife management, and/or water resources. Any combination of education from an accredited college or university in a related field and/or direct experience in this occupation totaling ten (10) years may substitute for the required education and experience.
Employment Requirements

Pre-Employment Physical Exam and 40-Hour Hazardous Waste Operations and Emergency Response, or 8-Hour refresher certificates.
Must possess and maintain a valid Driver’s License. Must possess and maintain a current Defensive Driving Course certificate from the State of New Mexico or must pass and receive a Defensive Driving Course certificate as a condition of continued employment.
Working Conditions

Office setting with routine field work (15% travel), including travel for solid waste or recycling meetings with other state, county or local officials or groups, facility site visits, operator training courses, public forums, community meetings or public hearings. Occasional walking on rough terrain. Exposure to inclement weather conditions. Routine use of a personal computer at a desk, digital camera, cell phones and driving of state vehicles.
