This position is located at the SC Department of Behavioral Health and Developmental Disabilities (DBHDD) – Office of Mental Health, G. Werber Bryan Psychiatric Hospital, 220 Faison Drive, Columbia SC 29203As the Fiscal Technician I, working under limited supervision, you will maintain a daily accounting of resident’s personal funds and facility petty cash through the completion of required accounting procedures and internal agency requirements. You will perform a full range of accounting duties, involving posting and updating of records for the Inpatient Services Cashier/Postal Office using an automated system (Avatar/MyUnity).Responsibilities for the Fiscal Technician I:

  • Responsible for cashier operations and functions including preparing credit card, cash, and check receipts. Review receipt and disbursements of patient state and state funds to ensure that proper transactions occur for deposit to personal funds accounts, social security, patient payroll checks, and shopping trips. Transactions include verifying funds availability in patients accounts, disbursing petty cash, verifying spending or purchase, writing receipts, preparing vouchers, depositing funds and sending to the SCOMH Business Office.
  • Prepare or assist in the preparation of invoices, receipts, vouchers, bank deposits; Process the batching and posting of financial data into a computer system, the calculation of data to be deposited into the state accounting system, and the maintenance of records in accordance with the state’s retention schedule.
  • Review request for patient funds with staff to verify available funds requested against Avatar balances; check for daily funds with the A&D offices for after hour transactions.
  • Accept payments for miscellaneous revenues such as parking tickets, lost keys, and medical records.
  • Assist in the operation of Inpatient Services Post Office. Working knowledge of hospital and US Postal Regulations.

Minimum and Additional Requirements

  • A high school diploma and one (1) year of clerical accounting or cashier experience; or three years of clerical accounting or cashier experience.

Preferred Qualifications

  • Bilingual abilities in English and Spanish (or another language) are a plus.

Additional Comments Post hire, employees must have:

  • Knowledge of office practices, procedures and equipment. Knowledge of basic principles and practices of accounting, cashiering, and bookkeeping. Knowledge of various types of filing systems.
  • Ability to perform basic mathematical computations. Ability to interpret and apply financial procedures and regulations. Ability to perform prescribed analyses of financial records. Ability to establish and maintain good working relationships with staff members and the general public. Ability to communicate effectively both orally and in writing.
  • Must exercise sound judgement and work independently.

Job duties involve in depth knowledge of how SCOMH accounting system functions. This work involves payment of numerous invoices, requires use of computer, copy machine, fax, and 10-key calculator, and Microsoft Office suite. Position requires some lifting in the performance of specified duties.
