Job Category: Human ResourcesJob Description: We are looking for an Executive Officer Human Resources who will lead an HR team of approximately 300 people in the Durant, OK. This executive will play a pivotal role in enabling our leadership to succeed while advancing the tribe’s strategic goals of fostering strong leadership and development across all levels. This includes addressing turnover, unifying multiple business vertical cultures into one cohesive tribal vision rooted in Choctaw values, and driving initiatives that build future leaders to ensure long-term prosperity and cultural continuity. The Executive Director Human Resources must be a visionary change agent, committed to developing tribal talent and empowering leaders to embody the Choctaw spirit. They are responsible for the strategic human resource planning and aligning the delivery of HR services to proactively integrate with organizational initiatives, with a strong focus on leadership development programs that support tribal growth and provide the Nation with the best people talent available. Responsible for directing all the people functions of the organization facilitates change, plans, directs, and implements HR activities across the Choctaw Nation to retain quality team members at all levels in a timely and cost-effective manner, while prioritizing initiatives that cultivate leadership skills, mentorship, and professional development aligned with our cultural heritage.Primary Tasks:

  • Provide council/advice/feedback/coaching to leadership & HR with regard to high-level HR related issues, emphasizing leadership development strategies to build a resilient tribal workforce.
  • Direct the execution of HR plans/methods utilizing the HR staff, incorporating leadership training and development programs as core components
  • Develop & utilize methods to evaluate HR & organizational effectiveness through quantitative & qualitative metrics, including measures of leadership growth and employee development outcomes
  • Collaborate with leadership to assess risk to the organization for HR issues/processes/practices/policies, while identifying opportunities to enhance tribal leadership pipelines
  • Partner with Management to help understand, assess, and plan organizational staffing & structure both current and for the future (growth/expansion/changes), with an emphasis on succession planning and developing internal talent for key tribal roles
  • Support and drive organizational change and provide direction to leadership, management, and staff, fostering a culture of continuous learning and leadership excellence
  • Understand benchmark/market/industry practices and trends to ensure the organization is maintaining or exceeding its place in the market, particularly in areas of indigenous leadership development and workforce equity
  • Provide input/planning/methods to source and retain the best talent (internal/external) for the organization, prioritizing programs that promote tribal member advancement and leadership opportunities
  • Make decisions or provide opinions on difficult Employee Relations Issues, ensuring resolutions align with Choctaw values and support overall tribal development goals
  • Perform other duties as may be assigned.

Requirements:

  • Thorough Knowledge of federal, state and local employment, wage and salary regulations.
  • Extensive knowledge in the areas of budgeting, financial planning, strategic planning, profitability, productivity and concept development
  • Excellent verbal and written interpersonal skills including the ability to interact with people at all levels of the organization including the executive leadership team
  • Passion for follow-through and execution; ability to manage the challenge of multiple priorities under tight deadlines
  • Experience having model performance aligned with company Core Leadership competencies and consistently demonstrate company Core Values in all business activities, serving as a role model for tribal leadership and development preferred
  • Master’s Degree in Human Resources or related field preferred
  • Demonstrated ability to present ideas in business-friendly and user-friendly language
  • Demonstrate the influencing skills required to navigate and be successful in a matrixed organization and be able to position and build buy-in while juggling differing perspectives and demands, especially in advancing leadership development initiatives
  • Functional experience related to the casino or hospitality industry preferred, with a track record of implementing leadership programs in diverse, culturally rich environments
  • Fifteen (15 ) years of experience in a senior human resources role managing HR with examples of significant contributions to the bottom line of business preferred, including proven success in designing and leading leadership development strategies that drive organizational and community growth
  • Experience leading large HR teams of 100 required with a track record of success

Responsibilities: 1. You will oversee the implementation of programs and procedures which align with company culture and strategic plans and comply with applicable laws and regulations in areas of responsibility. 2. Be a subject matter expert and advise business leaders on a full range human resource topics. 3. Collaborate with leadership teams to develop strategies to grow all employees and leaders. 4. Ensure the development of and compliance with all required legislative units relating to compensation, benefits, employment practices and similar aspects of human resource management. 5. You will evaluate the performance of HR service delivery against needs of individual business groups. 6. Participate in organization-wide programs and oversee all HR activities to support efforts. 7. Create an organization-wide strategic training and leadership development plan to meet personal and organizational needs of employees and departments. 8. Direct the development and administration of HR policies and programs including recruitment, selection, employee relations, compensation, organizational development, learning and development, and comprehensive, and cost-effective health, welfare and retirement benefits, and mandated benefits such as unemployment insurance. 9. Perform other tasks as may be assigned.Qualifications: · Bachelor’s degree in HR or relevant field or 4 years related experience. · Current professional certification · Knowledge of federal, state, and local employment, wage and salary regulations; contracting and change management processes; development needs; and organizational development theory and practices · Knowledge in budgeting, financial planning, strategic planning, profitability, productivity and concept development · Assess development needs · Experience in development of salary administration plans and benefit programs · Strong leadership skills, with the ability to inspire and motivate a team leading it in a unified direction and with a unified vision · Ability to influence top departmental leadership, inspiring trust in others · Fifteen (15) years in a leadership role within Human ResourcesAbout Us: About the Choctaw NationThe Choctaw Nation is the third-largest Indian nation in the United States, with over 200,000 tribal members and more than 11,000 employees.
