Chief Project Delivery Officer (CPDO)

Job Overview

The Chief Project Delivery Officer (CPDO) is the highest-ranking person in charge of the company’s project management system, responsible for the overall planning, execution, and delivery quality of all major projects (including strategic investment projects, engineering construction projects, digital transformation projects, and customer delivery projects).

Main responsibilities

I. Project Delivery Strategy and Governance

Develop and implement enterprise-level project delivery strategies that are aligned with the company’s overall strategic goals.

Establish a project governance framework to clarify decision-making processes, responsibility matrices, and approval mechanisms.

Develop company project delivery standards, methodologies, and templates (such as PMBOK, PRINCE2, Agile, Stage-Gate, etc.).

Promote the development of a project portfolio management (PPM) system to ensure the optimal allocation of resources, funds, and priorities.

II. Project Planning and Implementation Supervision

Lead the planning, approval and execution of major company projects, ensuring that delivery schedules, budgets and quality are controllable.

Regularly review project progress, identify key risks and bottlenecks, and take corrective measures.

Coordinate the project portfolio and balance short-term business objectives with long-term strategic development.

Oversee the operation of the Project Management Office (PMO) to ensure cross-project coordination and standardization.

III. Cost Control and Resource Allocation

Responsible for project budget preparation, cost forecasting, and financial tracking to ensure that the project’s return on investment (ROI) meets the target.

Optimize the allocation of human and technological resources to maximize resource utilization efficiency.

Monitor the performance of external suppliers, contractors and partners to ensure that contract execution meets expectations.

Promote compliance and transparency in project procurement processes.

IV. Risk and Quality Management

Establish a comprehensive project risk management system (identification, assessment, monitoring, and mitigation).

Supervise the quality assurance and quality control (QA/QC) mechanisms to ensure that project deliverables meet technical and customer requirements.

Lead the project audit, experience review, and continuous improvement process.

Establish a Key Performance Indicator (KPI) system to quantify deliverables and performance.

V. Digitalization and Process Optimization

Drive digital transformation of project management and deploy advanced tools (such as MS Project, Primavera, JIRA, Asana, and Smartsheet).

Establish a project data analysis system to achieve real-time progress and risk monitoring (Project Dashboard).

Promote a culture of Agile, Lean, and Continuous Improvement.

Utilize artificial intelligence and automation technologies to optimize project forecasting and decision support.

VI. Organizational Development and Leadership

Lead and develop the project delivery team, including the project director, project manager, engineering director, and PMO personnel.

Establish a project talent development system to improve the organization’s project management maturity.

Promote a project-oriented mindset and delivery culture throughout the company.

As a member of the senior management team, I participate in the company’s strategic decision-making and long-term planning.

Job Requirements

Educational background

Bachelor’s degree or above in engineering management, project management, business administration, information systems or related fields.

Candidates with PMP, PgMP, PRINCE2, or MBA qualifications will be given priority.

Work experience

18 years of experience in large-scale project management or delivery management.

At least 8 years of senior management or cross-departmental leadership experience, having led multiple large and complex projects (>$100M investment).

Extensive delivery experience in fields such as engineering construction, energy, manufacturing, IT, or consulting.
