About The Role The Department of Water Resources is seeking a Business Analyst specialized in Data Governance to join the Director’s Office within the Office of Enterprise Data Management (OEDM). This role is pivotal in supporting the agency’s data management initiatives, ensuring data quality, integrity, and accessibility across various departments. The ideal candidate will assist in administering data policies, maintaining data standards, and implementing best practices in data governance. The position offers a hybrid work environment based in Phoenix, Arizona, with flexibility to work remotely within the state, contingent upon departmental needs and performance. The role involves collaboration with IT teams, business units, and other stakeholders to develop and enhance data systems and repositories, including the Enterprise Data Warehouse and related documentation tools. The Business Analyst will also represent the agency in statewide data management meetings and serve as an essential liaison between technical and non-technical teams.
Qualifications
- Minimum of five years of experience in data management, with a focus on data governance or data quality (preferred)
- Proficiency in data management categories such as data governance, data quality, and data operations
- Experience with research and data analysis methodologies
- Strong knowledge of requirement gathering, feasibility reviews, and impact analysis
- Technical skills in Microsoft Excel, Access, Word, and business intelligence tools such as Power BI or Tableau
- Excellent verbal and written communication abilities
- Attention to detail and documentation standards
- Consultation and problem-solving skills
- Ability to develop relationships across organizational levels and facilitate cross-functional collaboration
- Capacity to handle multiple projects simultaneously and prioritize effectively
- Independent learning and adaptability
- Experience in developing process flows, use cases, and technical documentation
- Valid driver’s license and ability to meet pre-employment requirements, including E-Verify compliance
Responsibilities
- Assist in the administration and enforcement of data management policies, procedures, and standards within ADWR’s EDM Program
- Support the education of agency staff on data management principles and best practices
- Contribute to the implementation and ongoing maintenance of data quality initiatives across the agency
- Collaborate with IT and business units to create, update, and maintain data sets for the Enterprise Data Warehouse
- Manage the ADWR SharePoint Center of Excellence site by uploading and revising documents related to data governance, quality, operations, and warehousing
- Maintain and update the Enterprise Business Glossary and ADWR Data Catalog to ensure consistency and clarity of data definitions
- Participate in statewide data management meetings and represent ADWR in the absence of the manager
- Gather business and functional requirements, facilitate sessions, and develop process flows and use cases
- Interpret test results and produce technical documentation to support data initiatives
- Identify opportunities for process improvements and data solutions to enhance efficiency and reduce waste
