Function The purpose of the class is to work with and supervise a team of service providers to meet the needs of customers seeking or receiving financial and other Social Services assistance. The class works under general supervision, independently developing work methods and sequences.Perform complex duties, conducting ongoing eligibility determinations for financial assistance, SNAP (Supplemental Nutrition Assistance Program), Medicaid (Aged, Blind and Disabled, Community Based Care, and Long Term Care), and Auxiliary Grant. Requires determination of eligibility utilizing the Virginia Case Management System. Works under close supervision, applying federal and state program and policy regulations to customers receiving benefit programs. Will be monitored in a training environment until successful completion of the benefit program determination is mastered. Encourages the least restrictive living environment and refers customers to other community resources as appropriate.Minimum Requirements:

  • Requires a Bachelor’s degree in Human Services or a closely related field.
  • Requires a minimum of three years of full-time equivalent experience in administering human service delivery and/or financial benefit programs and other benefit and child welfare programs, or closely related experience.
  • A combination of education and experience may be considered for this position.
  • Must successfully pass a Child Protective Service Check and a criminal background check related to this position before any offer of employment or promotion.
  • Must possess a valid motor vehicle operator’s license and must have and maintain a satisfactory driving record based on the City of Hampton’s criteria.

  • Requires effective communication with internal and external customers.
  • May be required to work non-standard hours, including evenings and weekends.
  • Requires flexibility and a willingness to learn a broad range of skills and to function effectively in various assignments.
  • Extensive contact with the general public, related agencies, community organizations, agency staff, and other City departments.
  • The incumbent may be considered “essential personnel” during City emergency situations or at the direction of the City Manager, and this may include long hours and unusual schedules.
