This mid-level leadership role is ideal for someone with strong IT and project management expertise who thrives at the intersection of technology, customer service, and environmental applications.
As Applications Manager, you will oversee critical systems-including the Environmental Permitting and Agency Legacy Systems (EFIS and ePermitting), IMAP, SDWIS, BFMS, LIMS, financial/administrative platforms, and integrations with third-party solutions-ensuring efficiency, security, and reliability. You’ll manage staff and contractors, collaborate with leadership, and champion continuous improvement to strengthen the agency’s IT posture.Responsibilities

  • Lead and manage a team of IT professionals and contractors responsible for the development, support, and maintenance of agency applications.

  • Oversee system performance, uptime, optimization, and disaster recovery planning.

  • Collaborate with the Chief Information Security Officer (CISO) and Security Section to ensure compliance with IT security policies and protocols.

  • Evaluate business needs and recommend scalable, secure, and efficient technology solutions.

  • Direct project planning, task assignment, and progress tracking to ensure timely delivery of IT initiatives.

  • Promote strategic initiatives that enhance the agency’s IT posture and operational efficiency.

  • Stay informed on emerging technologies and infrastructure trends to guide modernization efforts.

  • Support agency-wide IT goals through continuous improvement and customer service excellence.

  • Perform other duties as assigned, including occasional after-hours or weekend work to support critical systems.

  • A bachelor’s degree in communications, business administration, information technology, mathematics, statistics, management information science or a related field and experience in telecommunications, data processing and/or information technology.

  • Relevant experience may substitute for the bachelor’s degree on a year-for-year basis.

Knowledge, Skills, & Abilities

  • Strong knowledge of information system analysis, design, testing, debugging, and maintenance techniques.
  • Familiarity with computer programming languages and supporting environments.
  • Understanding of project planning, task management, and IT service delivery.
  • Ability to prioritize independently, balance competing demands, and adapt to agency needs.
  • Proven ability to lead technical staff, contractors, and senior-level personnel.
  • Excellent oral and written communication skills with a customer-service mindset.
  • Ability to build strong working relationships across technical teams, users, vendors, and state/federal partners.

  • Minimum of 5 years of supervisory experience, preferably managing IT teams in a public sector or enterprise environment.
  • At least 10 years of professional IT experience, including application development, systems integration, or enterprise technology support.
  • Experience with electronic document management management systems and laboratory management information systems.
  • Experience working with government agencies.
  • Familiarity with DevOps practices, agile methodologies and JIRA IT Service Management System.
  • Experience managing large-scale digital transformation initiatives.
  • Background in application lifecycle management and legacy system modernization.
  • Strong ability to translate technical concepts for non-technical stakeholders.
  • Demonstrated experience in hiring, performance management, and team development aligned with HR policies.

Additional Information:

  • Position works under limited supervision with accountability for results.
  • Some after-hours and weekend work may be required to support system uptime or resolve technical issues.
  • Minimal travel may be required.
  • Must adhere to all State and Agency IT security policies and standards.
