This position is located in the Metropolitan Police Department (MPD), Executive Office of the Chief of Police (EOCOP), Office of Communications (OC). The Marketing Specialist develops and executes comprehensive marketing and engagement strategies to attract diverse, highly qualified candidates to careers in law enforcement. This role leads recruitment marketing efforts for MPD’s Recruiting Unit, using data-driven campaigns, compelling storytelling, and digital outreach to strengthen the department’s employer brand and support long-term workforce goals.

The Incumbent Will Be Responsible For The Following

  • Oversees, develops, and executes marketing initiatives to attract high potential sworn applicants, refreshing campaigns biannually to align with departmental priorities and workforce trends.
  • Supports leadership in planning and implementing high-impact recruitment and marketing strategies.
  • Develops and executes compelling content, including testimonials, promotional materials, and short-form videos, that highlights the department’s culture, values, and career opportunities, using tools such as Canva and mobile devices for on-the-go production.
  • Facilitates branding initiatives and department-wide photoshoots to maintain a consistent, modern visual identity.
  • Maintains the recruitment website and social media presence, ensuring content is timely, engaging, and inclusive.
  • Prepares executive-level presentations, briefings and responds to internal and external information requests in both written and verbal formats.
  • Streamlines recruiting systems and processes, tracks the effectiveness of marketing strategies, and provide data analytics for recruiting initiatives.
  • Partners with recruiters, HR, and sworn personnel to align outreach and ensure consistent messaging.
  • Identifies and develops solutions to complex recruitment challenges, ensuring alignment with organizational goals.
  • Develops and maintains dashboards and key performance indicators (KPIs) to monitor performance and organizational effectiveness.
  • Develops regular and ad hoc reports, ensures data accuracy and clarity in support of leadership initiatives, utilizes computer applications to create reports and project plans. Drafts, edits, and proofreads recruitment materials, including letters, memos, and brochures.
  • Conducts research, analyzes trends, and compiles reports to inform strategy and address challenges in law enforcement hiring.
  • Conducts in-depth strategic analyses of digital marketing policies and strategic implementation to evaluate effectiveness, efficiency, and compliance with regulatory requirements.
  • Collaborates with vendors, agencies, and community partners to expand marketing reach.
  • Builds and maintains strategic partnerships with colleges, universities, agencies, and community organizations.
  • Supports the development and management of the annual recruitment marketing budget with leadership approval.
  • Represents the department at career fairs, community events, and recruitment conferences.
  • Stays informed on recruitment trends, workforce challenges, and marketing innovations.
  • Performs other related duties as assigned

Qualifications

  • Demonstrated advanced experience creating engaging video content for social media platforms, showcasing the ability to tailor messaging for diverse audiences and maximizes reach.
  • Expert knowledge of marketing and advertising principles, concepts, and techniques as they relate to developing and sustaining an effective recruitment program.
  • Proficiency in design software such as Adobe Creative Suite or Canva for creating visually compelling marketing materials.
  • Strong analytical skills, with the ability to assess data, identify trends, and draw actionable insight to improve marketing functions.
  • Proven ability to perform both qualitative and quantitative analyses, presenting results in digestible reports to drive actionable insights and programmatic improvements.
  • Ability to prepare and deliver briefings, presentations, and reports to leadership, providing insights and recommendations for decision-making.
  • Ability to work independently, exercise sound judgment, and manage complex issues with minimal supervision.
  • Strong written and verbal communication skills, with the ability to clearly organize and present ideas through correspondence, presentations, and visual briefings. Skilled in creating reports and providing data analytics to support recruiting initiatives. Proficient in Microsoft Office applications, including Word, Excel, PowerPoint, and Access.
  • Demonstrated ability to manage multiple projects simultaneously, meet deadlines, and collaborate effectively within a team environment.

Licensures, Certifications And Other Requirements The employee is required to possess and maintain a valid District of Columbia driver’s license or it’s state equivalent.

Education High school diploma or its equivalent is required. Bachelor’s degree in a related field preferred.

Work Experience Applicants must have at least one (1) year of specialized experience equivalent to the next lower grade (Grade 12), or its non-District equivalent, gained in either the public or private sector. Specialized experience for this position includes, but is not limited to: experience overseeing, developing, implementing and evaluating marketing strategies for recruitment purposes; using social media platforms and developing marketing plans; effectively communicating ideas and thoughts effectively through written correspondence, oral presentations, and visual briefings, and creating marketing materials. Experience in applying analytical skills to assess data, identify trends, and draw actionable insights; performing both qualitative and quantitative analyses and presenting clear reports.

One year experience with content creation for social media is preferred.

Work Environment Work location is in an office environment. Work is sedentary and may require walking and standing in conjunction with travel and attendance at meeting and conferences away from the work site and carrying light items, such as laptops, papers, books, small parts, and driving an automobile.

Collective Bargaining Unit This is a union position and is covered under the National Association of Government Employees (NAGE) bargaining unit. You may be required to pay an agency fee through direct payroll deductions.

Position Suitability This position is deemed as Security Sensitive pursuant to Chapter 4 of the D.C. Personnel Regulations, in addition to the general suitability screening and criminal background check (pre-employment and periodic), individuals may be subject to the following checks and tests:

  • Reasonable suspicion drug and alcohol test;
