About The Role GovCIO is seeking a highly skilled and experienced Data Scientist Team Lead to join our remote team. This full-time position is open to candidates within the Continental United States (CONUS). The successful candidate will serve as a subject matter expert, applying advanced data analytics, machine learning, and data science techniques to support the organization’s efforts in improving operational response and system reliability. The role involves leading a team of statisticians, data analysts, and data scientists to develop and implement innovative solutions that enhance system performance, reduce downtime, and improve user experience. The Data Scientist Team Lead will be responsible for managing analytics projects, coordinating activities across teams and stakeholders, and providing strategic insights through data-driven decision-making. This role requires a proactive leader who can communicate complex technical findings effectively to both technical and non-technical audiences, and who is committed to continuous process improvement and operational excellence.

Qualifications

• Master’s Degree in Business Administration, Business Management, Computer Science, Information Systems, Information Resource Management, Industrial Engineering, Operations Research, or related fields.
• 5 years of relevant professional experience in data science, analytics, or related areas.
• Certifications in UX software or relevant data analytics tools, with 3-5 years of applicable experience.
• 8 to 10 years of relevant experience may substitute for formal education, totaling 13-15 years of experience.
• Proven experience managing data analytics teams and executing complex data science projects.
• Expertise in modern data analytics and business intelligence tools such as R, SAS, Python, and machine learning frameworks.
• Strong risk management skills related to analytics deliverables and project support.
• Excellent oral and written communication skills, capable of presenting analytical insights through narratives and visuals.
• Ability to assess operational effectiveness using qualitative and quantitative methods.
• Experience with process improvement identification and implementation.
• Advisory-level experience in crafting executive presentations and strategic communication.
• Technical background in IT with the ability to understand and interpret complex technical content across multiple platforms.
• Ability to obtain and maintain a Public Trust clearance.

Responsibilities

• Lead and manage a team of statisticians, data analysts, and data scientists in executing analytics projects aligned with organizational goals.
• Coordinate activities and communicate effectively with internal teams, external clients, and stakeholders regarding project progress and deliverables.
• Oversee the development of team charters, process improvement documents, standard operating procedures, and memorandums of understanding/agreements.
• Manage project timelines, action items, and follow-ups to ensure timely resolution of issues.
• Assess, select, and implement enterprise application components, ensuring technical solutions address business needs effectively.
• Support the development of technical strategies to enhance organizational productivity and operational efficiency.
• Provide guidance and education on product-specific best practices to team members and stakeholders.
• Lead enterprise application integration efforts and validate associated work products to ensure quality and compliance.
• Analyze IT systems and incident data to identify trends, interpret metrics, and generate actionable insights.
• Leverage data analytics and business intelligence tools to extract, compile, and compare data from various sources.
• Interpret data findings and create reports, visualizations, and graphics to communicate insights effectively.
• Contribute to white papers, executive communications, and other documentation to support process improvements and strategic initiatives.
• Support user experience enhancement initiatives through human-centered design, usability best practices, and information architecture.
• Optimize customer and end-user interactions across all engagement channels.
• Utilize DevOps tools such as JIRA, ServiceNow, and MS Project to manage tasks and project workflows.
