Job Summary This position is located in the Department of Youth Rehabilitation Services (DYRS), Secure Programs Division. The mission of DYRS is to improve public safety and give court-involved youth the opportunity to become more productive citizens by building on the strengths of youth and their families in the least restrictive, most homelike environment consistent with public safety.

The Program Manager is responsible for overseeing the day-to-day operations of DYRS’ secured facility by providing treatment, recreational, and safety services to youth who have been placed in the custody of DYRS for secure care and rehabilitation, including administering rehabilitative programs and providing specialized services and treatment appropriate to the needs of clients such as vocational training and education; social services and counseling; and specialized professional diagnostic and treatment services while involving youth and their families as much as possible in developing appropriate treatment plans. These are youth committed to DYRS by the Superior Court of the District of Columbia for charges or crimes in violation of District of Columbia and/or United States’ laws.

The incumbent will create uniform policies and procedures, systems for records management, clearly defined areas of responsibility for planning, coordination, and supervision of care and services and establishment of systems for monitoring, assessing and evaluating levels of service utilization and for tracking client status and progress.

Duties And Responsibilities The Program Manager will plan, organize, and supervise the operation of Secure Programs and its activities in accordance with the mission and goals of DYRS. Establishes and manages long-and short-term Secure Programs goals. Develops new programs to support the strategic direction of the agency; advises and consults with administration/division managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures of Secure Programs. Develops plans and strategies to monitor and evaluate program efficiency and effectiveness based on established goals, outcomes, and benchmarks.

The Incumbent will direct the work of, and monitors subordinates to improve performance; evaluates and advises on organization, methods, and procedures. Directs the allocation of resources to achieve timely outcomes and measurable goals within budget; adjusts plans and programs to meet emerging or new programs, while continuing to address major Secure Program priorities. Serves as a liaison between the agency and/or division, community agencies, citizen groups, committees and commissions, and Federal, State, and local agencies, authorities, and task forces concerning Secure Program’s needs as well as new programs, policies, and procedures. Directs the identification of service gaps, problems and deficiencies, and the development of new program and service strategies to improve, refine or broaden program areas in response to the needs of the District and the community. Sets performance measures for program area.

Qualifications And Education Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Working Conditions / Environment The incumbent works primarily in an office setting however, some tasks will require fieldwork in juvenile correctional facilities, community based residential and/or nonresidential settings.

Other Significant Facts Tour of Duty: 8:00am-5:00pm; This is a 24/7 secured detention facility. Work hours may vary.

Duration of Appointment: Management Supervisory Service (MSS): At-will employment applies to the MSS. All positions and appointments in the MSS serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.

Collective Bargaining Unit (Non-Union): This position is not in a collective bargaining unit

Position Designation : The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a protection-sensitive position. The position is subject to pre-employment drug testing, which includes testing for cannabis. Failing the drug test may result in disqualification even if applicant participates in a medical marijuana program.

Essential Designation: This position is designated as Essential pursuant to Chapter 12 of the D.C. Personnel Regulations, Hours of Work, Legal Holidays, and Leave.

Residency Requirement: If the position you are applying for is in the Career, Management Supervisory, or Educational Service at an annual salary of one hundred fifty thousand dollars ($150,000) or more, you must establish residency in the District of Columbia within one hundred eighty (180) days of the effective date of the appointment and continue to maintain residency within the District of Columbia throughout the duration of the appointment.

Residency Preference : When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-year (7-year) period will result in forfeiture of employment.
