Must be a current full time employee of Louisville Metro Police Department. The purpose of this position is to manage vehicle impoundment, towing and recovery, public auction and grounds maintenance activities and operations.

This class works independently, under limited supervision, reporting major activities through periodic meetings.

The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.

  • Supervises, directs, and evaluates assigned staff, processing employee concerns and problems, directing work, counseling, disciplining, and completing employee performance appraisals.
  • Coordinates, assigns and reviews work and establishes work schedules; maintains standards; monitors status of work in progress; inspects completed work assignments; answers questions; gives advice and direction as needed.
  • Creates and modifies tables, spreadsheets and databases and oversees the efficient operation of computer systems and programs.
  • Manages vehicle impoundment and towing operations and activities.
  • Explains regulations and procedures to the public to resolve complaints and issues concerning towing and recovering vehicles and returning impounded vehicles to owners.
  • Oversees inventory control system and prepares reports on operations.
  • Develops, revises and implements policies and procedures.
  • Monitors programs and procedures for effectiveness and recommends modifications and improvements to achieve goals and objectives.
  • Evaluates cash handling and accounting policies and procedures and recommends modifications to ensure accuracy and compliance; assists with budget preparations and control expenditures.
  • Enforces safety procedures to ensure safe operation of equipment and employee safety, and monitors surveillance camera operations to protect against theft and vandalism.
  • Schedules and coordinates operational logistics with vendors for auction of impounded and unclaimed vehicles.
  • Provides technical assistance and instruction concerning policies, procedures, laws and regulations.
  • Performs related work as assigned.

Minimum Education And Experience Requirements

  • Must be a current full time employee of Louisville Metro Police Department.
  • Bachelor’s Degree in Business or Public Administration or related discipline.
  • Three (3) years of vehicle impoundment, vehicle towing and recovery, vehicle sales, law enforcement, or administrative experience, including one year of supervisory experience

or

  • an equivalent combination of education, training and experience.
  • OTHER MINIMUM REQUIREMENTS
  • An applicant may be disqualified for multiple misdemeanors, an unacceptable criminal record, or multiple traffic violations.
  • Must not have been convicted of a felony or have any criminal action pending against them.
  • Misdemeanor convictions will be considered on an individual basis.
  • Must submit to a pre-employment drug screening.
  • Must pass a pre-employment polygraph test.
  • Must be on 24-hour call.
  • Must possess and maintain a valid state driver’s license with an acceptable driving history.
  • Applicants who have illegally bought or used marijuana, including medicinal cannabis, within six months of application will be disqualified.
  • Applicants who have illegally sold marijuana, including medicinal cannabis, within one year of application will be disqualified.
  • Applicants who have illegally bought, sold, or used any controlled substance or narcotic drug, other than marijuana, without a prescription within six years of application will be disqualified.

PHYSICAL DEMANDS

  • Performs sedentary work that involves walking or standing some of the time and involves exerting up to 10 pounds of force on a regular and recurring basis or sustained keyboard operations.
