Hours: Full-time (40 Hours/Week)

The Senior Compliance Monitoring Analyst is primarily responsible for the nationwide monitoring and auditing compliance of assigned program by developing and guiding competent standards across the regional and local branches who provide these program services. This position is also responsible for monitoring and tracking compliance measures to ensure program service providers meet all contractual and organizational standards.

This role may provide support to Bethany’s Transitional Foster Care (TFC), Long Term Foster Care (LTFC), and/or Home Study and Post Resettlement Services (HS/PRS) programs. This position is expected to function effectively with little supervision while following the guidelines given on procedures, along with agency, contractual, federal, and state regulatory requirements.

Essential Job Responsibilities

  • Coordinate the completion of annual monitoring visits and/or comprehensive desk audits of assigned care providers and applicable program network, to include notification of all audit visits, coordination of the in-person and/or conducting the virtual monitoring activities;
  • Prepare and disseminate reports and findings of monitoring, including standard visit or desk audit report, corrective action plans, and recommendations;
  • Coordinate and provide support for all compliance concerns to program sites to assure successful close-out of compliance issues;
  • Initiate and/or coordinate the issuance of compliance issue reports and provide notifications to program sites when compliance issues are identified;
  • Track and monitor progress of Corrective Action Plans and compliance issues across the applicable network, while providing regular updates to the Program National Team;
  • Conduct meetings with program sites as needed to assess progress toward meeting compliance measures and provide adequate support to close pending compliance issues;
  • Effectively collaborate with the applicable National Team to address needs identified during the monitoring and/or assessment of the program sites for training, compliance, policy, or other similar areas;
  • Serve as a primary contact for assigned monitoring visits and audit activities for the network;
  • Submit a quarterly compliance report on the status of programs compliance and any concerns to the applicable National Team and/or Senior Manager of Monitoring and Compliance;
  • Provide support for all requests from stakeholders regarding internal Bethany procedures that need to be written in compliance with all ORR, PRM & Contractor policy;
  • Develop annual monitoring visit and audit activities calendar & update quarterly as needed;
  • Serve as a secondary contact for policy and procedure questions for the Network to support compliance with program requirements;
  • Participate in development of programmatic resources, policies, procedures, protocols, and guidelines to promote compliance with contract and Bethany policy;
  • May track and monitor the completion of case file reviews that reflect 10% of each site’s client file and portal profiles to ensure accuracy, completion, and timeliness and provides an internal written report with findings;
  • Essential job responsibilities may vary based on the specific needs of each program/department;
  • May be required or asked to participate in a Bethany sponsored event;
  • Complete other duties as assigned.

Qualifications

  • Bachelor’s level degree in Human Services or related field of study from an accredited college, Master’s level preferred;
  • Must have a broad knowledge of basic principles, concepts, and methodology of Human Service as acquired through a Bachelor’s level degree;
  • Prior work experience in child/family welfare;
  • Excellent verbal and written communication skills;
  • Experience designing, implementing, and conducting audit and monitoring activities across multiple locations;
  • Demonstrated knowledge of monitoring procedures and best practices for quality assurance and compliance in the human services field;
  • Must be able to show accountability, follow through, follow up, urgent response, consistency with service delivery and response time and need little guidance once trained in areas of job duties;
  • Must be reliable with time sensitive deadlines and tasks;
  • Exercise a high level of confidentiality;
  • Work well under pressure and adaptable to change;
  • Possess a strong attention to detail and follow through with a US network of 25+ program providers;
  • Must be willing and able to travel domestically to assigned direct providers and support visits (up to 25% on average per year);
  • Computer skills sufficient to perform essential functions including knowledge of Microsoft Office Suite;
  • Must be 21 years old with a valid driver’s license with at least 3 years driving experience in the U.S. to operate a vehicle on behalf of Bethany;
  • Must pass a Motor Vehicle Records (MVR) check and maintain a reliable vehicle with proof of adequate coverage;
  • Pass a criminal history screen, including state and local child protection agency registries;
  • Subscription to and integration of the agency Statement of Faith, Mission Statement, and Commitment to Unity.
