Job Summary This position is located in the Department of Youth Rehabilitation Services, Youth and Family Programs, Prevention Services Unit and the Oasis Program. The mission of the Department of Youth Rehabilitation Services (DYRS) is to give court-involved youth the opportunity to become more productive citizens by building on the strengths of youths and their families in the least restrictive, most homelike environment consistent with public safety. The Oasis Program focuses on youth between the ages of 10-17 who are at risk of becoming system involved.

The primary purpose of this position is to be responsible for the development and implementation of new training initiatives to contribute to the overall mission and outdoor education services provided for an intensive program for a focused cohort of youth who are either system involved or at risk of system involvement in which they would receive community-based services and support, through a broad range of assignments involving the design and delivery of training and organizational development interventions with particular emphasis in the areas of outdoor experiential education and positive youth development, and other programs specific to the treatment of youth.

Major Duties And Responsibilities The Training Specialist is responsible for implementing training as directed by court mandates and regulatory standards and expanding such training initiatives as needed. Tracks progress on mandated training efforts as well as outcomes related to training. Initiates system improvement or recommendations to enhance system changes as a result of tracking activities. Designs and develops the training syllabus for the Oasis Program in independent modules which encompasses all aspects of the training goals, objectives, materials, etc.

Designs and develops desk guides, training modules, workshops, etc. Provides for and conducts training programs on a regular basis, updating and revising as needed. Plans and carries out workforce development and outdoor educational activities for youth in the Oasis Program. Manages, leads and administers educational projects, operations or activities relating to outdoor educational services for the continuing educational development of youth in the Oasis Program.

Qualifications And Education Undergraduate and Graduate Education: Major study – Education or a subject area related to the position to be filled.

Experience That Demonstrated a Practical Knowledge Of The Subject Area Of The Position And Of The Methods And Techniques Of Instruction. Examples Of Qualifying Specialized Experience Include

  • Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s).
  • Supervising or administering a training program.
  • Development or review of training/course materials, aids, devices, etc., and evaluation of training results.
  • Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis.

Specialized Experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Licenses and Certifications A current/valid driver’s license is required.

Working Conditions / Environment The incumbent works primarily in an outdoor setting, which will subject the incumbent to all kinds of weather, in a vehicle, driving in heavy traffic.

Other Significant Facts Tour of Duty: Monday to Friday, 8:30am to 5pm. This position will be based in Laurel, MD at the Oasis Reserve. Work will include occasional weekends and overnights with programs for youth and their families that take place in the Spring and Fall.

Position Designation : The incumbent in this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel regulations, Suitability. This position has been designated as a protection-sensitive position.

Residency Preference : When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment.
