Summary Description Of Classification Under the direction of the Chief Talent Management Officer, the Director of Talent Operations leads the operational and administrative functions of the Talent Operations team in the Division of Human Resources and Talent Management (DHRTM). This includes onboarding, background screening, HB 486 compliance, classification, Hub+ systems, and related data management processes. This role supervises staff, monitors key performance indicators, implements process improvements, and ensures operational compliance with human resources policies and regulations. The Director also analyzes professional growth and human resources data to inform continuous improvement initiatives and ensures ongoing training for DHRTM on human resources systems and operational processes. Knowledge, Skills, And Abilities Thorough knowledge of human resource management laws, regulations, and best practices in onboarding, background screening, classification, employee data management, and human resources technology platforms. Strong leadership skills with experience supervising, coaching, and developing staff. Ability to analyze human resource systems data to identify trends and recommend improvements. Strong organizational skills and ability to manage high-volume inquiries while maintaining service quality. Effective communication, conflict resolution, and customer service skills. Ability to build and maintain effective relationships with internal teams and external partners. Knowledge of or ability to quickly obtain knowledge and apply the standards that have been established for the MCAAP/MCBOA/SEIU Professional Growth Systems.

Education, Training, And ExperienceMaster’s degree from an accredited college or university in human resources, business, education, administration, supervision, or personnel administration. Minimum of seven (7) years’ experience managing human resources or talent operations functions and as an administrator or supervisor over daily operations and personnel in a large organization. Experience in a public school or large public-sector human resources environment is preferred. Other combinations of applicable education, training, and experience which provide the knowledge, abilities, and skills necessary to perform effectively in the position may be considered.
