The Veterinary Division protects the health of the state’s livestock and poultry population through the administration of regulatory animal health programs and disease testing conducted by the North Carolina Veterinary Diagnostic Laboratory System.
The Veterinary Division is one of the largest divisions within the Department of Agriculture and Consumer Services and organized into three sections, Animal Health Programs, Animal Disease Diagnostic Laboratories, and Animal Welfare Program whose purpose is to control and eradicate animal diseases for the protection of the public and the health of livestock and poultry and to assure the consumer of receiving the highest quality and most wholesome animal products possible. This division employs staff ranging from administrative support personnel to veterinarians. The Veterinary Division is responsible for the diagnosis of animal diseases in livestock and poultry, and in preventing outbreaks of catastrophic foreign animal diseases; providing inspection oversight to state inspected slaughter and meat processing plants; and working cooperatively with the US Department of Agriculture to accomplish these goals.
This position is responsible for all administrative, human resource management, and budget functions in the Veterinary Division under the direct supervision of the Division Director, State Veterinarian. The primary portion of the responsibilities of this position lies with the Animal Health Programs and Animal Welfare sections as the laboratory has dedicated staff for these functions. However, in times of short staffing or other concerns, the Laboratory section would fall under the purview of this position. Duties include oversight and management of the budget, grant administration, and personnel administration. The position provides oversight of daily operations, provides advice and counsels to section managers on organization and program/personnel management, and acts as a conduit for relevant regulatory information. Further, the position develops final proposals for continuation, expansion and capital budget requests going forth under the Director’s signature and is responsible for ensuring proper budget management and fiscal accountability within each section. The position is responsible for maintaining operations in the absence of the Director.

- The ability to interpret and apply state and federal laws, regulations, policies and procedures, independently and must be adept at advising other program managers in these activities, as necessary to ensure the effective and efficient management of all division responsibilities.
- Ability to establish and maintain effective working relationships with employees, coworkers, state and federal officials at all professional, administrative and technical levels.Â
- In-depth knowledge of accounting practices and procedures necessary to function in state government, including obligations under federal government financial agreements, and in preparing budget requests for continued division program activities through state and federal funding.
- General knowledge of business administration practices and principles, including strong understanding and proficiency in human resources management, motivation and performance appraisal, developing short- and long-range goals, and program evaluation strategies is critical to meet the position’s strategic planning, management and administrative expectations.
- Knowledge of all Veterinary programs, including their technologies, their statutory authorizations and limitations, services, stakeholder needs and commitments, as well as a strong knowledge of personnel law, policies and procedures which affect the rights and duties of each employee.Â
You may qualify by an equivalent combination of education and experience, either through years of education or years of directly related experience, or a combination of both.
Bachelor s degree from an appropriately accredited institution and three years of experience in personnel, budgeting, research or administrative management; or an equivalent combination of education and experience.
