Minimum Requirements:
12 years in a Business Architect or strategic analyst role.
12 years leading digital transformation and BPR projects.
12 years practical experience with MITA, including State Self-Assessments (SS-A).
10 years in business modeling using BPMN, UML, ArchiMate, and enterprise architecture frameworks (e.g., TOGAF).
10 years of analytical and problem-solving experience.
10 years of communication and stakeholder engagement skills.
10 years of negotiation, facilitation, and conflict resolution.
8 years with a Bachelor’s degree in Business, IT, or related field (Master’s preferred).
8 years working with both technical and non-technical teams on complex business problems.
Preferred Experience:
12 years working with HHS integrated eligibility systems (Medicaid, SNAP, TANF, CHIP).
10 years in government or public sector environments.
10 years with certifications such as CBAP, TOGAF, BPMN, Lean Six Sigma.
10 years familiarity with Agile and SAFe methodologies.
PMP certification is a strong plus.
Summary:
We are seeking a highly experienced Senior Business Analyst to lead strategic initiatives focused on digital transformation and business process reengineering (BPR). This role requires deep expertise in business architecture, stakeholder engagement, and enterprise-level analysis. The ideal candidate will possess strong analytical and communication skills, and demonstrate a proven ability to align business strategy with operational execution. Experience with the MITA framework and Health and Human Services (HHS) systems is highly preferred.
Responsibilities:
Lead Digital Transformation Initiatives
Drive innovation and future-state capability design using emerging technologies.
Align transformation efforts with strategic organizational goals.
Business Process Reengineering (BPR)
Analyze and optimize complex business processes.
Identify inefficiencies and implement streamlined workflows.
Strategic Business Modeling
Develop business architecture artifacts: BPMN models, data models, capability/value streams.
Use modeling tools to communicate complex concepts effectively.
Stakeholder Engagement & Requirements Definition
Collaborate with leadership, IT, and business units to gather and validate requirements.
Translate strategic goals into actionable specifications.
Bridge Business & IT
Serve as liaison between business stakeholders and technical teams.
Ensure mutual understanding of business impacts and technical decisions.
