Position Summary

The White House Communications Agency (WHCA) is seeking a detail-oriented and mission-driven Contracts Specialists to join its Acquisition & Procurement Division. This role is essential to supporting the agency’s critical mission of providing secure and reliable communications for the President, Vice President, and other key government leaders.

The Contracts Specialist will manage the full life cycle of federal acquisition activities, ensuring compliance with Federal Acquisition Regulations (FAR), agency-specific policies, and national security protocols. The role involves working in a high-visibility, high-stakes environment where procurement actions directly support Executive-level communications and operational readiness.

Key Responsibilities

  • Pre-Award Activities:
  • Conduct market research and develop acquisition strategies.
  • Draft and issue solicitations (RFQs, RFPs, IFBs) in accordance with FAR/DFARS.
  • Coordinate with program offices to develop Statements of Work (SOW), Statements of Objectives (SOO), and Independent Government Cost Estimates (IGCEs).
  • Conduct cost and price analysis.
  • Award Activities:
  • Evaluate vendor proposals for technical merit, past performance, and price reasonableness.
  • Prepare award documentation, including Determinations and Findings (D&Fs) and Source Selection Decision Documents (SSDDs).
  • Negotiate terms and finalize contract awards ensuring compliance with applicable laws and regulations.
  • Post-Award Administration:
  • Monitor contractor performance and ensure compliance with delivery schedules, terms, and conditions.
  • Process contract modifications, options, extensions, and closeouts.
  • Resolve contractor issues in collaboration with CORs and legal counsel.
  • Maintain records in contract writing systems such as SPS/PD2, PIEE, or similar platforms.
  • Compliance & Risk Management:
  • Ensure all acquisition activities are conducted ethically and in compliance with WHCA and DoD directives.
  • Identify and mitigate procurement risks, ensuring audit readiness and contractual accountability.

Qualifications

Mandatory Requirements:

  • U.S. Citizenship and eligibility for Top Secret / SCI clearance.
  • Bachelor’s degree or higher in business, finance, public administration, or related field.
  • 10 years’ experience in Department of Defense procurement, acquisition, or contracting field
  • Completion of DAWIA (now DoDI 5000 certification) or FAC-C Level I or II preferred.

Preferred Experience:

  • Experience in DoD, IC, or Executive Branch support contracts.
  • Familiarity with classified procurement, small business programs, and secure logistics.
  • Working knowledge of contract writing systems (e.g., SPS/PD2, SAM, PIEE).
  • Certified Professional Contracts Manager (CPCM) or Certified Federal Contracts Manager (CFCM)
