BOROUGH OF CHAMBERSBURG POSITION OPENING CLASSIFICATION Geographic Information System Technician GRADE Non Bargaining Grade 56 STARTING RANGE OF PAY 1980 2229 Hourly DOE PLACE OF WORK City Hall Campus 100 S Second St HOURS OF WORK Generally 800 AM 500 PM Monday through Friday POSITION SUMMARY Performs a wide range of activities associated with the operation and maintenance of the Geographic Information System An employee in this class performs technical duties which follow prescribed methods and procedures in a wide range of Geographic Information System applications; map conversion and digitizing; retrieving geographically referenced information using a variety of surveying methods; design information systems; creating and updating attribute databases; manipulating files and exploring relational database operations; data query and reporting functions; and spatial analysis to solve local government tasks Work is performed independently with general instructions and guidance received from the Engineering Supervisor and GIS Program Manager ESSENTIAL FUNCTIONS OF JOB Reasonable accommodations may be made to enable individuals with disabilities to perform these Geographic Information System projects The following is a list of some of the applications that will be requestedUtility Departments Development and maintenance of electric gas sanitary sewer and water supply networks for accessing utility information in emergency and non emergency situations; flow analysis for utility design studies; maintenance and scheduling maintenance of utilities; utility assessments; and from different sources mapping of utility information such as various utility sizes types manholes valves fire hydrants utility services taps repairs and other appurtenancesPublic Works Department Development and maintenance of a variety of Geographic Information System applications to be used for managing public works such as borough streets and alleys traffic control devices snow removal sanitation street sweeping storm sewer network bridges railways municipal owned properties curbs and sidewalks on and off street parking soil types wetlands and floodplainsOther Geographic Information System Users Applications to be used by other departments Town Council and committees include health and housing building inspection and permits tax assessment records zoning land use subdivision political districts parcels schools parks and other recreation areas transportation building population data and grantsCollect spatial tabular and image data from government agencies and other sources and have the ability to determine the compatibility and quality of these materials for use in the Geographic Information SystemCollect other data from a variety of sources such as deeds old plans and on site inspectionsUse image scanning devices to scan plans utility service cards documents such as deeds and agreements photographs aerial photographs and other images in a variety of image formats to be used in conjunction with the Geographic Information SystemUse of large format ink jet color plotters to generate hard copy output on paper vellum mylar and other mediaUse of Geographic Information System software and its tools to analyze and display information to create presentation quality graphics such as maps charts and tables in different combinations to give the user accurate and clear information for useGive instruction in the use of Geographic Information System data among other departmentsAdjust and maintain surveying equipmentMaintains good personnel and public relations;Operates motor vehicles and power driven equipment where applicable;Subject to emergency calls and responses when needed and necessary;Performs other duties as assigned and required within the scope of responsibilitiesREQUIRED COMPETENCIES KNOWLEDGE SKILLS AND ABILITIES Ability to learn and follow Borough policies rules procedures;Ability to make decisions and recommendations in accordance with rules regulations and policies governing the organization in a fair and consistent manner;Ability to establish and maintain effective working relationships with officials employees and the public;Must have working knowledge and experience of computers Microsoft Windows based operating systems network and file systems Microsoft Office applications and Internet based applications;Must have working knowledge and experience of ESRIs Geographic Information System software and its various extensions;Must have excellent verbal and written communication skills to give instruction and guidance in the use of Geographic Information System data among the different Borough departments various engineers consultants and others;Experience with coordinate geometrysurveying software AutoCAD software and survey grade GPS equipment or other comparable softwareequipment desirable;Ability to understand and carry out verbal and written instructions successfully;Ability to read and write at the level required to successfully perform the essential functions of the job;Intermediate to proficient computer skills with working knowledge of Supervisory Control Data and Acquisition SCADA systems;Ability to operate motor vehicles and power driven equipment;Ability to exercise good professional judgement and possess the physicalmental abilityagility to perform the essential functions of the position with or without a reasonable accommodation;Ability to maintain confidentiality in regard to work related information and records;Extensive ability to read and interpret gauges recording devices and other monitoring equipment reflecting plant and system operations;Must be available to respond to emergencies when Completion of a standard high school course or equivalent including development in computers drafting algebra trigonometry geometry and surveying practicePreferred Preferably completion of college level courses in Geographic Information Systems geography cartography civil engineering andor surveyingExperience At least one 1 year formal working experience with Geographic Information Systems GISOr any equivalent combination of experience and training which provides the required knowledge skills and abilities Position Progression In order to progress from a GIS Technician to a EngineeringGIS Program Manager the employee must obtain a Bachelors degree in Geographic Information Systems GIS or closely related field of study and a GIS Professional GISP and Esri Technical Certification WORK AUTHORIZATIONSECURITY CLEARANCES Must be legally authorized to work in the United States and maintain required clearances to hold a position at the Chambersburg Borough ADDITIONAL ELIGIBILITY REQUIREMENTS Incumbent must have and maintain a valid motor vehicles license three 3 years clean driving history and be insurable in the independent opinion of the Boroughs motor vehicle
