Job Summary This position is located in the Department of Forensic Sciences (DFS), within the Public Health Laboratory Division (PHL). The mission of the DFS is to provide high-quality, timely, accurate, and reliable forensic science services using best practices and best available technology, focusing on unbiased science and transparency, to enhance public safety and health.

The incumbent is responsible for the administrative and financial oversight of the grants program of the PHL. The oversight includes but is not limited to maintaining a document management system for all grant documentation; preparing and managing all grant award MOUs; attending and participating in administrative and performance related grant meetings; meeting with grant program managers to review grant expenditures; preparing written notifications such as budget spend plans, no-cost extensions, re-programming documents etc.; and preparing grant expenditure and progress reports.

Duties And Responsibilities Manages the entire life cycle of grants (funding, compliance, reporting) for organizations, ensuring adherence to complex federal/state rules, monitoring recipients, handling budgets, writing proposals, and serving as a liaison with funders, requiring strong analytical, organizational, and communication skills, often working in government, education, or non- profits. Serves as liaison with external customers, recipients, and awardees to clarify, interpret, and resolve issues associated with grant appropriateness, and allocations are in compliance. Negotiate grants following proper District government procedures. Reviews, analyzes, and evaluates grants, applications, plans, and estimates. Monitors services and related activities funded under local and federal grants. Oversees pre-award (proposal writing, research) to post-award (monitoring, reporting, closeout). Develops standardized reporting forms and mechanisms for monitoring sub- grantees; and reviews grant expenditures to ensure the proper expenditure of funds in accordance with costs and principles. Maintains contact with grantor agencies and entities, as necessary, to ensure compliance.

Participates in the grant planning and preparation of policy guidelines, standards and criteria to ensure sub-grantee compliance through program monitoring activities. Monitors grant-related activities consistent with the agency’s directives, grantor regulations and District of Columbia grants policies and procedures; establishes and maintains a grants information database; conducts developmental seminars; and provides technical support to program staff. Reviews and evaluates research findings regarding grant-related data and reports. Participates in components of fund allocations processes in connection with the Financial Officer; coordinates grantor requirements and needs with internal program staff and follows up to ensure actions are met. Maintains grants management planning tools, such as automated databases, reporting requirements, and review/evaluation techniques. Recommends changes to enhance program effectiveness. Investigates and resolves payment disputes; participates in the resolution of audit findings and the development of corrective action plans requested by the grantor. Researches and investigates new sources of funds within the District and federal governments.

Qualifications And Education Specialized Experience: Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression.

Collective Bargaining Unit: This position is covered under a collective bargaining agreement, National Association of Government Employees (NAGE) Local R3-09, and subject to pay an agency service fee (union dues) through direct payroll deduction.

Position Suitability: In accordance with Chapter 4 of the D.C. personnel regulations, Suitability, this position has been deemed Security-Sensitive. Accordingly, the incumbent will be subject to pre-employment checks (criminal background checks, consumer credit check, traffic record checks, and drug screenings, if applicable) as a condition of employment, and will be subject to periodic criminal background checks for the duration of your tenure.

Position Designation: This position has been designated as emergency and acceptance of this offer confirms you agree to adhere to the policies in sections 1271 and 1274 of DPM Chapter 12, regarding essential/emergency employees. As an emergency employee, you will be required to either report to work, stay at work, or telework (if directed to do so) during a declared emergency or during a period of non-emergency where your duties have been deemed as critical District government functions/operations. You may be required to perform other duties outside of your position description during a period of a declared emergency (such as manual labor, shelter services, etc.).
