Program Manager
Job Summary This is located in the Department of Corrections (DOC). The position responsibilities required of a position with primary responsibility to direct one or more operational programs in a government agency and analyze, evaluate, and advise management on the efficiency and effectiveness of programs in the assigned area.
Duties And Responsibilities Plans, organizes, and supervises the operation of a program(s) and its activities in accordance with the mission and goals of an agency; develops new programs to support the strategic direction of the agency; advises and consults with administration/division managers; meets with appropriate staff to identify and resolve problems or conflicts; makes or recommends final decisions regarding policy, operations, and administrative procedures of the program. Establishes and manages long- and short-term program goals; develops, analyzes, and evaluates new or modified program/management policies, regulations, goals, or objectives.
Develops, implements, and maintains procedures, administrative monitoring practices and controls in order to obtain smooth and effective operation of a program(s); coordinates work activities of the program to prevent delays in required actions or to improve programs or services; assists in the identification, development, and implementation of departmental goals, objectives, policies, and priorities; assists in the determination of resource allocation and levels of service according to established policies; plans and writes grant applications and manages grant-funded projects. Monitors the work of and coaches subordinates to improve performance; evaluates and advises on organization, methods, and procedures.
Qualifications And Education Specialized Experience: Specialized Experience must have equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position to be filled. To be creditable, at least one (1) year of specialized experience must have been equivalent to at least the next lower grade level in the normal line of progression. An example of specialized experience is the ability to provide leadership and direction in a supervisory capacity and team base environment; and securing subordinate staff.

WORKING CONDITIONS/ENVIRONMENT The work is performed in a correctional facility; however, much of the work is performed in an office setting.
Other Significant Facts Tour of Duty: Monday- Friday 8:00am – 4:30pm(Varies).
Pay Plan, Series, and Grade: MS-0340-13.
Promotion Potential: No known promotion potential .
Duration of Appointment: Management Supervisory Service (MSS)/At-Will.
MSS At-Will Statement: Positions in the Management Supervisory Service (MSS) serve at the pleasure of the appointing authority and may be terminated at any time with or without cause.
Collective Bargaining Unit: This position is not covered under a collective bargaining agreement.
Position Designation: The incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability — Safety Sensitive . This position is subject to mandatory pre-employment and periodic Criminal Background Checks. This position is also subject to mandatory pre-employment drug testing.
TB test will be required prior to entry on duty.
Essential Designation: This position is Essential and must be flexible to varying work hours.
Residency Preference: When claiming residency preference, you are required, and must agree in writing, to maintain bona fide District residency for a period of seven (7) consecutive years from the effective date of employment. You will be required to present documents (proofs) to show District residency and failure to maintain bona-fide District residency for the seven-years (7-years) period will result in forfeiture of employment.
