Job Description:

The Department of Homeland Security (DHS), the Office of the Chief Information Officer (OCIO), Customer Experience Directorate (CXD) is responsible for providing the DHS vision and strategic direction to ensure that Information and Communications Technology (ICT) procured, developed, maintained, or used by DHS is accessible (Section 508) to employees and customers with disabilities. TCI shall support the CXD with project management support tasks, support operation of the backup DHS Accessibility Helpdesk and provide broad-based accessibility technical assistance including, but not limited, to Section 508 evaluation and remediation, perform needs assessments and assist with technology integration tasks and deliver high quality outreach and educational information and services, to include providing student support for the Trusted Tester certification courses. TCI shall provide technical support to not only perform Section 508 compliance IT governance, back-up support to the HQ Section 508 Program Manager (PM), training development, and services tasks, but to also lead the way towards making Section 508 compliance scalable and part of expected business practices moving among DHS organizations and various IT communities of practice DHS-wide. This project requires Section 508 Subject Matter experts who conduct testing at the DHS Trusted Tester Certification version 5 or later and shall maintain up-to-date Trusted Tester certification throughout the life of the task order.
Position Requirements and Experience:
Senior Accessibility Subject Matter Expert must possess the following relevant experience:

  • Broad knowledge of the Revised Section 508 Standards
  • Trusted Tester Level 5 or later Certification
  • Two years’ experience testing web electronic content and applications for conformance to the Section 508 Standards
  • Two years’ experience testing and remediating electronic document for Section 508 standards
  • Three years of experience supporting ICT project and acquisition efforts with addressing Section 508 requirements at defined stages throughout the project life cycle.
  • IAAP CPACC Certification
  • Understanding of the current version of the DHS approved assessment methods and test reporting tools and formats.
  • Understanding of document remediation for electronic documents and forms (including Microsoft Office suite, Adobe, etc.) endorsed by the Federal CIO Council Community of Practice.
  • Develop accessibility test plans and ddvise on how to interpret accessibility test results and remediate Section 508 defects
  • Advise project teams and the Senior Management on how to do alternative analysis about Section 508 compliance in market research and identifying the level of accessibility risk and potential user impacts.
  • Advise on how to use Section 508 design standards, pattern and code libraries, developer Section 508 technical guidance and Section 508 testing tools.
  • Advise on the Section 508 review of IT products going through the department’s enterprise architecture and network service change processes. Serve as a back-up to the Government Section 508 Program, as needed.
  • Provide back-up support to assist in implementing the Headquarters’ Section 508 Program.
