About The Role Primary purpose: Develops, coordinates, and maintains standards-based solutions, technical artifacts for quality-measurement reporting for the Centers for Medicare & Medicaid Services (CMS), and Implementation Guides (IGs) for Fast Healthcare Interoperability Standards (FHIR) and Clinical Document Architecture (CDA). Leads external-facing discussions regarding CMS standards updates including CDA QRDA I and III, various Health Level Seven International (HL7) and non-HL7 IGs, Clinical Reasoning standards, and related activities such as planning HL7 and CMS FHIR Connectathons.

A Successful Candidate Will Do The Following

  • Participate in the technical development of FHIR and CDA IGs: lead public coordination calls to gather requirements, develop IGs, ballot, and publish through the HL7 and Office of the National Coordinator (ONC) communities.
  • Discuss and support coordination of supplemental tooling for quality measures, related applications (such as MADiE), and artifacts (such as CQL-to-ELM Translator and GUID Extractor).
  • Lead technical topics on public HL7 Work Group calls.
  • Support solution design and implementation using existing APIs and other existing data-exchange solutions from electronic health record (EHR) vendors, public-health systems, and intermediaries.
  • Survey existing standards; identify opportunities for re-use and areas that need novel artifacts.
  • Contribute to internal and public-facing standards-based papers, presentations, blogs, and memos.
  • Serve as subject-matter expert for internal business-development activities.

Qualifications Associate’s degree or higher in Healthcare, Health Informatics, Computer Science, Engineering, Information Technology, or related field.

Fifteen (15) years of relevant experience in healthcare, health IT, or related field.

Experience implementing health IT solutions.

Methodical, organized analytical skills to translate data requirements into formal standards requirements (such as FHIR or CDA).

Proficiency with HL7 standards, including CDA and FHIR.

Responsibilities

  • Lead the development and maintenance of standards-based implementation guides (IGs) for FHIR and CDA, ensuring alignment with industry requirements and stakeholder needs.
  • Coordinate and facilitate public and private sector discussions to gather requirements, review drafts, and finalize standards artifacts.
  • Develop and support tooling and applications related to quality measurement, including supporting artifacts like CQL-to-ELM Translator and GUID Extractor.
  • Participate actively in HL7 Work Group meetings, providing expertise and guidance on technical topics related to health data standards.
  • Design and implement solutions utilizing existing APIs and data exchange mechanisms from EHR vendors, public health systems, and intermediaries to support interoperability initiatives.
  • Conduct surveys of existing standards and identify opportunities for re-use, improvement, or the development of novel artifacts to address emerging needs.
  • Contribute to the creation of standards-based documentation, white papers, presentations, blogs, and memos to promote best practices and knowledge sharing.
  • Support business development activities by serving as a subject-matter expert and providing technical insights to prospective clients and partners.
