Description The Prince George’s County Planning Department of The Maryland National-Capital Park and Planning Commission is seeking an Assistant Budget Manager to work collaboratively with the Department’s Budget Manager. The Department provides land use planning for the physical development of Prince George’s County, Maryland. As the second most populous county in Maryland, Prince George’s has a population of approximately 900,000 residents with 15 Metro Rail Stations and is home to the University of Maryland at College Park, National Harbor, NASA Goddard Space Flight Center, and a world class parks and recreation system. Prince George’s County has 27 municipalities, from rural to urban communities, with a land area of approximately 500 square miles. Explore our world and see why we’re a great place to grow your career – check us out at:Examples of Important DutiesThe ideal candidate will work very closely with the Department’s Budget Manager to analyze, prepare, monitor, and allocate annual operating budgets; assist in the forecast analysis, review, and preparation of timely accurate monthly reports; manage year-end activities; prepare detailed budget charts, tables, and spreadsheets for a variety of budgetary analysis; provide financial advice and guidance to division staff; and provide high level special project coordination for the Budget Manager.This position will also serve as a liaison with the Corporate Finance and Budget Offices. In addition, the Assistant Budget Manager will provide financial assistance, advice and guidance to the Planning Department’s divisions in matters related to procurement and budget, including developing and conducting training for Department staff to ensure programmatic compliance. This is a professional position that provides advice and counsel regarding policies and procedures, conducts audits and makes recommendations to Budget Manager and Departmental Executive Staff.The Assistant Budget Manager will also be charged with administering and consulting on the execution of Department contracts, as well as managing Department cash funds, and an employee fund. The selected candidate will primarily support the Planning Department Budget Manager and will be required to act in her absence.Minimum Qualifications 1. Bachelor’s Degree in Human Resource Management, Finance, Business or any related field.
2. Four (4) years of progressively responsible experience in Human Resource Management,
finance or any related field.
3. An equivalent combination of education and experience may be substituted, which together total 8 years.Preferred Education and Experience * Minimum of six (6) years’ accounting or budgeting experience in a government or non-profit organization.

  • Received formal budget training from a higher learning institution or professional organization.
  • Skilled in the development of PowerPoint presentations; proficient in the use of Outlook, Word, and Excel software; and ability to quickly learn new computer programs especially pertaining to financial management.
  • Experience in auditing petty cash or other cash handling and management responsibilities.
  • Ability to identify and correct mathematical and accounting errors.
  • Experience in working with confidential data.
  • Ability to work independently, accept responsibility, make decisions, and meet deadlines.
  • Ability to communicate through effective written and verbal communication skills.

  • Benefits paid at 66 2/3% of base salary, maximum of $6,000/month

Supplemental Long-Term Disability Insurance (Employee Pays 100%)

  • Benefits paid at 66 2/3% of base salary that exceeds $108,000; capped at $216,000

Basic Life and AD&D Insurance (Employee Pays 20%: Commission Pays 80%)

  • Two (2) times base salary; maximum benefit is $200,000 for each
  • Automatic coverage with opt-out provision

Supplemental and Spouse/Dependent Life Insurance (Employee Pays 100%)

  • Supplemental – 1,2,3,4, or 5 times base salary; maximum benefit is $750,000
  • Spouse/Dependent Combination – $10,000/$5,000, $20,000/$10,000, or $30,000/$15,000

Sick Leave Bank (Contribution and Benefit hours prorated for part-time employees)

  • Employees have 60 days from date of hire to enroll.
  • Employee contributes 8 leave hours each year
  • Annually covers up to 688 hours for own serious medical condition, and 480 hours for parental responsibilities (birthadoption or foster care), and 80-160 hours for serious medical condition of an immediate family member
