About this Job Division: Within the Administration Department at ELMHS Located in Jackson, LAThe Mission of ELMHS is to provide mental health evaluation, treatment, habilitation and consultation for adults. Programs include inpatient interventions, jail based evaluations, supervised group home and residential programs, forensic evaluation, care, custody, and aftercare; intermediate and long term psychiatric are in coordination with the total system of care in LouisianaELMHS is currently seeking a qualified candidate with demonstrated supervisory experience to join our Administrative Department.Minimum Qualifications Two years of the required experience for the following minimum qualifications must have been in the management of a health, behavioral health, or social service program:Eight years of experience in hospital administration, health services administration, social services, or administrative services; ORSix years of full-time work experience in any field plus five years of experience in hospital administration, health services administration, social services, or administrative services; ORA bachelor’s degree plus five years of experience in hospital administration, health services administration, social services, or administrative services; ORAn advanced degree in hospital, public health, or health services administration; social work, business or public administration, or a health services field plus four years of experience in hospital administration, health services administration, social services, or administrative services.EXPERIENCE SUBSTITUTION:
Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.Job Specification The official job specifications for this role, as defined by the State Civil Service, can be foundJob Duties and Other InformationJob Duties: In this role, you will: Supervise, direct, plan, organize and control various activities within the ELMHS Environmental Services, Safety and Security, Telecommunications divisions.Be directly involved in the strategic planning for ELMHS and respective Divisions.Lead and work with the division directors, administrative division heads, the governing body, LDH, OBH, and Civil Service to assess, coordinate and direct long and short term planning.Initiate new services and programs, evaluate progress and monitor outcomes as appropriate. Strategic planning includes: ensuring an effective planning process and coordination of programmatic needs based on the review of analyzed data and system goals that support the overall philosophy and goals of LDH/OBH, and ensuring the continued accreditation from Joint Commission (JC) and Centers for Medicare and Medicaid Services (CMS). Prepares budget requests for major capital outlay projects.Direct the operations for all maintenance and construction programs.Direct maintenance, construction and remodeling of large projects at the facilities which contain approximately 1,403,349 square feet of building area, over 100 buildings and approximately 1,039 acres of land, encompassing all buildings and residences on two (2) campuses.Direct maintenance and repairs of all utilities which includes high voltage transformers, high voltage electrical lines; 100,000-gallon water tower; water treatment; sewer collection treatment program; also responsible for maintenance and repairs of 12 miles of high pressure gas lines.Oversee the activities of power plant-boiler operation and numerous HVAC/Refrigeration units located throughout the three facilities.Direct the operation of the maintenance department by developing a comprehensive maintenance program.Establish long term program and standards for maintenance, both preventive and modernization of building structures and property.Confer with Architects, Contractors, Engineers, Fire Marshal, Sanitation Department, and Pipe Line Safety.Inspect all contracted maintenance and construction to assure work meets contract specifications.Responsible for arranging, contracting, and supervising garbage pickup on two campuses.Responsible for arranging, contracting, and supervising the pest control at two locations/ campuses.Direct the operations of custodial and laundry services at the two Jackson campuses.Direct the Communications Department that is inclusive of all communication systems, equipment, platforms, and procedures for all verbal, written, and electronic communications; oversees telecommunications services, radio systems, closed circuit television operations, and priority of equipment use, emergency repair, replacement, and procurement of communications equipment within the department.Direct the Safety and Security functions for the hospital including Risk Management, Emergency Preparedness, Campus Mail, and perimeter/campus security for two physical locations of approximately 1039 acres.
