Job Summary This position is located in the Department of Employment Services (DOES) within the Division of State Initiatives (DSI). The mission of the Division of State Initiatives is to engage, encourage, and empower District residents with barriers to employment by providing comprehensive workforce development, training and supportive services that lead to sustainable careers and economic self-sufficiency.

The incumbent will provide administrative, logistical, and analytical support across DSI’s key programs Project Empowerment, PROWD, and other state initiatives. The Program Analyst will ensure seamless communication flow, maintain records and reports with precision, coordinate events and meetings, calendar management and manage confidential correspondence. The incumbent will oversee the preparation of senior management briefings, deliver responses to multiple email inboxes, and performance reports; track compliance deliverables; and support the development of data-driven solutions to strengthen DSI’s operational excellence while staying aligned with compliance standards and agency priorities.

Duties And Responsibilities Plans, develops, and conducts analyses of programs of limited scale within environments that are clear cut and stable in organization. Plans, develops, and conducts program analysis concerning all aspects of current or projected operating programs for actual or potential effectiveness in achieving planned goals and objectives.

Develops, maintains, and monitors reporting system(s) affecting programs of limited scope and impact. Communicates information to management for effective evaluation of program operations and milestones. Analyzes, extracts, summarizes, and identifies apparent trends and issues. Forecasts and estimates program requirements and prepares programmatic reports, justifications, charts, graphs, statistical and narrative data, etc., in standard format, for presentations and briefings.

Conducts program surveys, audits, projects, etc., and provides advisory services on issues related to program(s) of limited complexity. Oversee execution of programs of limited scope and mission impact. Reviews and interprets new and established directives, instructions, regulations, etc., and delegations of authority for potential input on program objectives, operating policies, work operations, and progress. Assures program goals, objectives, and operations are realistic. Determines need for new or revised internal instructions, operating policies, procedures, guidelines, etc., concerning assigned program(s). Makes recommendations and assists in the preparation of new or revised instructions, etc.

Qualifications And Education Applicants must possess one (1) year of specialized experience equivalent to the CS-9 grade level, or its non-District equivalent obtained in either the private or public sector. Specialized experience is defined as experience that is typically in or related to the work of the position to be filled and has equipped you with the particular knowledge, skills, and abilities, to successfully perform the duties of the position. Examples of specialized experience for this position include assisting with planning, review, analysis, and identifying, addressing, and eliminating problematic areas of compliance.

Work Conditions/Environment The work is typically performed in a normal office setting.

Pay Plan, Series, and Grade: CS-0343-09

Duration of Appointment: Career Service –13 Month Term

Collective Bargaining Unit: This position is not covered under a collective bargaining.

Promotion Potential: No known promotion potential

Position Designation: This position has been designated as security-sensitive therefore the incumbent of this position will be subject to enhanced suitability screening pursuant to Chapter 4 of DC Personnel Regulations, Suitability, and as such, incumbents of this position shall be subject to criminal background checks, background investigations, and mandatory drug and alcohol testing, as applicable.
