The Maryland-National Capital Park and Planning Commission (M-NCPPC), a six-time National Recreation and Parks Association Gold Medal Award Winner, is seeking an experienced Construction Inspector in its Park Development Division. The Park Development Division is responsible for implementing the Department’s Capital Improvements Program (CIP) for the acquisition, design, construction, and renovation of acres of parkland within Montgomery County, Maryland.The incumbent will work closely with the Department’s construction managers and project managers to inspect CIP projects, which may include ball fields, playgrounds, parking, bridges, trails, stormwater management facilities, utilities, pervious pavements, stream restorations, and structures, and construction projects on park properties by other agencies, developers, and utility companies.This is an exciting time to join the Department, which serves a diverse population of more than one million residents in Montgomery County, Maryland, and manages 421 parks on more than 37,000 acres of parkland with a career staff of approximately 830 employees. The role and impact of parks have expanded considerably over the last few years, especially during and as a result of the pandemic. The incumbent independently plans and carries out the work in conformance with these parameters, established policies/procedures and accepted practices of the field of work, and resolves commonly encountered problems by selecting and applying, or adapting and adjusting, the applicable guides. The incumbent is to keep the supervisor, project managers and others informed, and to seek assistance only for particularly complex or highprofile matters. Work is expected to be effective – the incumbent is held responsible for results, and is reviewed in terms of conformance with guidelines, quality, quantity, timeliness, teamwork, customer service and other factors.Examples of Important Duties

  • Conduct daily inspections on CIP and Park Permit construction projects to ensure compliance with construction documents, permits, and other contract requirements.
  • Prepare daily inspection reports with photo logs of construction projects, including NPDES reporting, and monitor contractors’ compliance with project schedule.
  • Coordinate with in-house design staff to understand design intent of projects and ensure achievement throughout construction process.
  • Review Contractors’ payment requests to verify the progress of the project and completed quantities
  • Inspect and assess the existing condition of park infrastructure, including but not limited to: pedestrian bridges, basketball courts, bleachers, retaining walls, pavements, and tennis courts. Inspections to be done electronically and will become the basis for CIP maintenance programs of these facilities.
  • Coordinate field adjustments to minimize impacts to natural resources.
  • Review project drawings, details, and specifications for constructability and identify issues as part of Parks design team prior to advertisement for bid.
  • Review and comment, to Construction Supervisor, on design plans for construction on park properties by outside entities and recommend permit conditions that will reduce impacts and restore parkland.
  • Review submittals, RFIs, samples, as-built drawings, etc. prepared by Contractor and work with other inspectors to meet permit requirements.
  • Work with the Park Police to investigate encroachments on park properties and inspect the corrective results.
  • Work with Operations staff on closing facilities for construction, including signage, notifications, and detours, and coordinate timely reopening of facilities for public use.

Preferred Qualifications

  • Wide-ranging knowledge of, and skill in using, principles, practices and equipment of the construction industry (with emphasis on construction planning, monitoring and inspection) and of generally-accepted building or paving practices, as well as wide-ranging knowledge of building or paving materials (including state-of-the-art technology), to help ensure completeness of plans and constructability, adherence to plans in construction, acceptable quality and appropriate billing in projects with complicating factors. Knowledge of critical construction regulatory guidelines such as codes (including fundamentals of MEP requirements) and permitting processes, stormwater management, soil erosion and sediment control, and public accessibility and occupational safety and health guidelines at Federal, Maryland* or County* levels. Skill in numerical comprehension and computation sufficient to determine elevations, quantities, costs. Knowledge of, and skill in using, field safety procedures. Knowledge of Commission organization, policies, and procedures.

Minimum Qualifications

  • An Associate’s Degree in Construction Management, Engineering, Surveying or any related field.
  • Four years of progressively responsible construction permitting, inspection and management experience that includes substantive work in the range of duties and responsibilities in this class specification.
  • An equivalent combination of education and experience may be substituted, which together total 6 years.
  • Must pass Commission medical examination.
  • Valid driver’s license in accordance with both State and Commission rules and regulations. Driver’s license must be unencumbered by restrictions, revocations, suspensions, or points that could limit the employee’s ability to drive Commission vehicles or perform driving duties required by the position of assignment.
  • Must obtain and maintain a Maryland Responsible Person Certificate (‘green card’) for soil erosion and sediment control within six months of appointment to a position in this class.

On a regularly recurring basis, moves, bends and stoops or otherwise positions self, and transports and operates equipment. Lifts, carries or otherwise moves/uses objects weighing up to (or requiring force of) 25 pounds on own and heavier objects with assistance or mechanical advantage. Is regularly exposed to inclement weather such as rain and high winds, noticeably hot, cold or humid outdoor conditions and a variety of potential hazards from driving and working in the field at construction sites amid unfinished construction or nearby energized electrical equipment or moving equipment. Maintains situational awareness, adheres to established safety procedures, takes care and wears personal protective equipment to minimize potential hazards to self.
