A roster of suitable candidates may be established for this post as a result of this selection process for fixed-term appointments against both established posts and positions funded by general temporary assistance (GTA).

Recruitment for this post in the General Service category is done on a local basis. As a result, staff are generally recruited from the area in which the particular office is located but could be of any nationality. Candidates applying to a post in the General Services category shall meet the relevant employment and immigration requirements in the country of the duty station, including fulfilling residence and work permit conditions.

Applicants will be responsible for any expenses incurred in relation to: visa, travel to and from, and relocation to and from the duty station, in the event of an employment offer.

A staff member in the General Service category who has been locally recruited shall not be eligible for the entitlements and/or benefits exclusively applicable to internationally recruited staff.

Duties and Responsibilities
Under the supervision of the Director of the Secretariat of the Assembly of States Parties, the Administrative Assistant supports the office in the following range of tasks assigned directly by him/her:

  • Provides secretarial and administrative assistance to the Secretariat, this entails, inter alia:
  • assisting in the drafting, preparation, formatting, printing and mailing of notes verbales, letters, memoranda or other documentation, including the preparation of tables to track the status of the communications and the formatting of documents with tables and charts;
  • assist with the preparation of travel arrangements for delegates and SASP staff;
  • assist in preparing contracts for SASP staff and ensuring follow up with other Court offices;
  • assist in preparing for the meetings of the Assembly or its subsidiary bodies, at the Court, in The Hague or United Nations Headquarters;
  • receiving and assisting participants attending meetings of the Assembly or its subsidiary bodies;
  • answer telephone calls, register incoming communications, prepare draft acknowledgments;
  • keep attendance, when so requested, as well as prepare duty rosters;
  • keep records for compensatory time/overtime, for core staff and GTA staff, Travel authorizations;
  • review incoming communications, hardcopy and electronic, classify, store in the hardcopy and digital archives, updating the databases;
  • assist in preparing and posting information and documents on the Assembly section of the Court’s website, in any official language of the Assembly;
  • organize meetings for the Director, inside and outside the Court;
  • purchase supplies and keep inventories of supplies/documents;
  • organize and assist in keeping the archives of the Secretariat.
  • Perform ad hoc tasks, as requested by the Director, including assistance in supervising the editing/translation documents/correspondence and the preparation of material for publications or posting on the website.

  • Be able to assume the functions of other colleagues in case of absence or when workload so requires. Due to the nature of the ASP Secretariat work, and particularly the conference-servicing and administrative functions like preparation of documentation for pre- and in-session phases of meetings of the Assembly and its subsidiary bodies, there may be situations of increased workload as a result of which the incumbent of this position may be asked to work outside the normal work hours of the Court (that may include weekends /holidays). When requested by the supervisor, the duties performed in addition to the working schedule are compensated by way of granting a compensatory time off.

Essential Qualifications
Education:
Completion of secondary education.

Experience:
At least four years of clerical and administrative work. Experience in an international organization/environment desirable.

Knowledge, skills, and abilities:

  • Excellent secretarial and communications skills, including drafting ability.
  • Discretion, adaptability, energy and dynamism are required.
  • Knowledge of the Court’s structure.
  • Ability to organize work under strict deadlines and multiple-tasks which require prioritizing.
  • Experience in the use of Microsoft Office applications. Familiarity with SAP.

Knowledge of Languages:

Fluency in either of the working languages of the Court, English or French, is essential. Working knowledge of the other is highly desirable. Knowledge of another official language would be considered an asset.

General Information

  • Candidates appointed to posts at a P-5 grade or in the Director category are subject to a maximum aggregate length of service of seven years. This is pursuant to a decision of the Assembly of States Parties (ASP Resolution ICC-ASP/23/Res.2) to implement a tenure policy at the Court as of 1 January 2025.

  • The selected candidate will be subject to a Personnel Security Clearance (PSC) process in accordance with ICC policy. The PSC process will include but will not be limited to, verification of the information provided in the personal history form and a criminal record check.

  • Post to be filled by a national of a State Party to the ICC Statute, or of a State which has signed and is engaged in the ratification process or which is engaged in the accession process.
