Job Responsibilities

  • Under limited supervision, serves as the Division Director of Classification & Compensation, Employee Records and Payroll, And Leave in the human resources central office of South Carolina Department of Corrections, which has over approximately 6000 (FTE, Temp Grant, and Temporary) positions, with 200 different job classifications.
  • Provides direct supervision to Human Resources Manager II of Payroll/Leave Branch.
  • Ensures that all payroll transactions are keyed in a timely manner, meeting payroll deadlines established by the Comptroller General’s Office.
  • Provides leadership and guidance for FMLA, military leave and compliance with USSERA.
  • Monitors and assist with hazardous weather closures and observance statewide. Monitors employee performance management system (EPMS).
  • Provides direct supervision to the Classification & Compensation Manager.
  • Ensures that agency policy and state regulations are adhered to for new hires and selected demotions, promotions, and reassignments for the agency and processed for timely submission to payroll/leave branch.
  • Directly responsible for the administration of HR policies, procedures, employee conduct issues, attendance, and communication at operational meetings.
  • Assists the Deputy Director with the implementation of approved compensation plans, agency personnel budgetary planning, and recommendations for adjustments to existing pay plans.
  • Ensures that position descriptions of all FTE, classified and unclassified positions are following DSHR regulations and have required approvals.
  • Ensures that all temporary special salary increases are approved as required by DSHR prior to implementation.
  • Ensures personnel and position records are maintained in accordance with state regulations, agency policy, and approved retention schedules.
  • Ensure the implementation of SCEIS, payroll, employee leave, and attendance in accordance with state regulations and agency policy.

Minimum And Additional Requirements State of South Carolina Minimum Requirements: A bachelor’s degree and relevant human resources experience.

SCDC Minimum Requirements (Or an acceptable equivalency as approved by the Division of State Human Resources).

  • A Bachelor’s degree and four (4) years of Human Resources experience.

OR

  • An Associate’s degree and five (5) years of Human Resources experience.

OR

  • A High school diploma and seven (7) years of Human Resources experience.

Must have one year of supervisory/management experience in Human Resources.
