Senior Applications Developer (Solutions Architect)

This position plays a key role in designing, developing, implementing, and maintaining advanced applications that improve operational efficiency and enhance public service delivery across the utility.IDEAL CANDIDATE
The ideal candidate will be responsible for optimizing overall system performance, collaborating with users to understand and resolve business and operational challenges, leading assigned projects from planning through implementation, and performing other related duties as needed.Essential Functions The following list represents some of the essential functions of this position. - Works with users to analyze business processes, identify complex system issues, and recommend effective technology solutions.
- Leads or participates in application development projects, ensuring alignment with business needs, project deliverables, and performance goals.
- Designs, develops, and maintains large-scale or complex systems, applications, and integrations across multiple platforms.
- Oversees data design and management, including data modeling, database structure, system interfaces, and data integrity.
- Plans and executes testing, conversion, and implementation of applications; ensures quality assurance, uptime, and disaster recovery readiness.
- Evaluates and recommends hardware, software, and vendor solutions, support procurement and contract management.
- Provides technical leadership, guidance, and training to project team members; reviews work progress and ensure quality outcomes.
- Stays current on emerging technologies, best practices, and industry trends to continuously improve systems and processes.
- Leads the technical architecture, design, and integration of the Customer Information System (CIS), Advanced Metering Infrastructure (AMI), and Enterprise Asset Management (EAM) systems to support Pasadena Water and Power (PWP) operations.
- Configures and enhances the Customer Information System to meet evolving business requirements and regulatory standards.
- Expands the functionality and improves the performance of enterprise applications and databases.
- Supports and troubleshoots software applications and related technologies to ensure optimal performance, data integrity, and system reliability.
- Collaborates with internal stakeholders and external partners to design and implement scalable, secure, and high-performing technology solutions.
- Partners with business units to assess operational needs and deploy new technologies that align with departmental objectives.
- Provides technical guidance and maintains thorough documentation for system configurations, interfaces, and integrations.

EDUCATION AND EXPERIENCE:
- Graduation from an accredited four-year college or university with a major in management information systems, computer science or a closely related field; and
- Six (6) years of progressively responsible experience in application development and systems analysis.
Desirable Qualifications:
- Experience supporting utility operations technology is highly desirable.
- Proficiency with Customer to Meter (C2M), Oracle Field Service (OFS), Customer Self-Service Portal, and Enterprise Asset Management (EAM) systems is strongly preferred.
- Knowledge of Oracle 19c or higher databases, including PL/SQL, is required.
- Experience with SQL Server Reporting Services (SSRS) 2016 is preferred.
- Familiarity with Azure DevOps is a plus.
SELECTION PROCESS:
The selection process will consist of any combination of training and experience evaluation, oral panel interview, and a department-level interview.VACANCY INFORMATION:
There is currently one vacancy in the Customer Service and Technology Division of the Water and Power Department. The resulting eligibility list from this recruitment may be used to fill this vacancy and similar vacancies in the future. Candidates selected for this position are subject to a one-year probationary work period.Special Requirements For certain assignments, successful completion of a comprehensive background investigation is required, including a review of employment history, criminal conviction record, use of intoxicants and/or other controlled substances.
