DEQ touches the lives of all North Carolinians in many ways to enhance and ensure our quality of life.Description of Work This position will manage the State Energy Office (SEO) budget activities, including purchase and contracts, grants management, and general administration. The position will develop and administer the SEO budget, ensuring adherence to State and Federal regulations. The SEO manages multiple budgets totaling approximately $550 Million across 15 programs over the next five years, depending on Federal grant funding.Key Responsibilities:
Serve as the subject matter expert on fiscal activities, compliance with state and federal business standards and practices to include full cycle budget process, review of funding, creation of beginning year and close out requirements.
Oversee grants financial administration and reporting.
Provide assistance and consultation on policy, procedures, accounting and business systems, accounting and financial management principles to the SEO director and deputy director and identify fiscal issues for management review. Coordinate fiscal program execution with internal stakeholders including the general counsel, human resources, budget, purchasing and contracting, internal audit, and communications.
