Job Description

ECS is seeking a Senior Manager to work in our Fairfax, VA office.

The Senior Manager will lead complex consulting engagements within the Veterans Health Administration (VHA) and broader federal health sector. This role requires deep expertise in VHA processes, policies, and governance, with the ability to translate strategic priorities into actionable solutions. The Senior Manager will serve as a trusted advisor to senior executives, congressional stakeholders, and cross-functional teams, ensuring deliverables are compliant, compelling, and aligned with mission objectives.

Key Responsibilities

  • Client Engagement & Advisory

  • Serve as a senior advisor to VHA leadership, providing guidance on policy interpretation, operational improvements, and strategic initiatives.

  • Support the development of executive decision memos, congressional responses, and high-visibility communications.

  • Build and maintain strong relationships with VHA stakeholders, leveraging prior VHA experience and credentials (VHA badge preferred).

  • Program & Project Leadership

  • Lead multidisciplinary consulting teams in the design, execution, and delivery of complex federal health projects.

  • Oversee compliance with federal acquisition regulations, VHA policies, and program requirements.

  • Ensure deliverables are evaluable, traceable, and aligned with client expectations.

  • Strategic Analysis & Policy Expertise

  • Provide subject matter expertise on VHA processes, governance structures, and policy frameworks.

  • Analyze legislative and regulatory developments impacting VHA operations and advise clients on implications.

  • Develop frameworks, tools, and methodologies to support decision-making and performance improvement.

  • Business Development & Growth

  • Contribute to capture and proposal development efforts, particularly for VHA and federal health opportunities.

  • Shape win strategies, compliance matrices, and compelling narratives that resonate with evaluators.

  • Mentor junior staff and foster a culture of excellence, collaboration, and continuous improvement.

Required Qualifications

  • Bachelor’s degree in business, public administration, health administration, or related field (Master’s degree preferred).
  • Minimum of 8-10 years of consulting or federal program management experience, with at least 5 years supporting VHA.
  • Demonstrated expertise in VHA processes, policies, and governance, including experience drafting congressional responses and executive decision memos.
  • Proven ability to lead large, complex projects and manage client relationships at the executive level.
  • Strong analytical, communication, and presentation skills, with the ability to translate complex requirements for diverse audiences.
  • Active or prior VHA badge strongly preferred.
