The South Carolina Office of Regulatory Staff (ORS) represents the public interest of South Carolina in utility regulation for the major utility industries – electric, natural gas, telecommunications, water/wastewater, and transportation – before the Public Service Commission (PSC), the court system, and state and federal regulatory bodies. Additionally, the ORS houses the state’s Energy Office, Broadband Office, Equipment Distribution Program (EDP), and has responsibility for oversight of railroad safety and natural gas pipeline safety in South Carolina.The SC Energy Office promotes energy efficiency, renewable energy, and clean transportation through a variety of initiatives and programs providing technical and financial assistance, education and outreach, and data and research. The Energy Fellow will support ongoing energy-related initiatives funded by the federal Infrastructure Investment and Jobs Act (IIJA). This is a unique opportunity for recent graduates and early-career professionals to gain hands-on experience in energy policy, project management, and public sector operations. Funding for this position has a projected expiration of January 31, 2028, but can end prior to that date as it is subject to federal grants. Job duties include:

  • Provide programmatic support to develop/implement new and/or expanding Energy Office initiatives. The initiatives may include:

  • Developing and implementing resilience programs, such as providing mobile generators to critical facilities and providing electric transfer switches to agricultural communities.

  • Overseeing the development of a “one-stop” tool for South Carolina residents to identify qualified energy efficiency programs.

  • Supporting grant management and operations.

  • Research policies and initiatives to further carry out the Energy Office mission and inform long-term planning and strategy, policy discussions, and communication.

  • Conduct research on emerging energy policy and technology as directed by federal initiatives, including clean transportation, energy efficiency, resilience initiatives, and new technologies.

  • Collect and compile updates to various reports and assist with the preparation of papers, briefs, and planning documents.

  • Staff and facilitate stakeholder planning initiatives and working groups to implement new and existing programs.

  • Assist with education and outreach duties, including presentations, school visits, and “tabling” activities at community and professional events.

  • Assist in responding to internal and external requests for assistance on energy matters.

Supplemental retirement savings planBachelor’s or Master’s degree within the past three (3) years in environmental science, public policy, engineering, sustainability, or a related field.

  • A general knowledge of the technical issues surrounding energy efficiency, renewable energy, and clean transportation, familiarity with energy policy.

  • Proficient in Microsoft Office, Excel, and other common computer programs.

  • Experience with data and spreadsheet analysis, and strong writing, editing, and presentation skills.

  • Ability to work collaboratively and independently as a member of the SCEO.

  • This is a temporary grant position that will be funded through the US Department of Energy. Funding for this position has a projected expiration of January 31, 2028, but can end prior to that date.

  • Position may require travel, out-of-town lodging, and occasional weekend and after-hours work.

  • Must possess a valid driver’s license.

  • All ORS employees are required to attend ethics training annually for continued employment.

  • Employee’s hours will be Monday to Friday, 8:30 am – 5:00 pm.

  • Employees work in person in the ORS office located in Columbia, South Carolina.

  • All ORS employees are prohibited from owning equity in regulated entities.
