As the new ITS Business Analyst, you will be responsible for fostering a data-driven culture for the Office of Management and Budget by working with internal and external stakeholders to identify, collect, analyze, and report data for strategic decision-making. The Business Intelligence Analyst conducts research on business needs, available data, and systems, and identifies gaps to support the goals of effective and efficient operations, increased revenue production and savings, and enhanced government services. The Business Analyst serves as the subject matter expert in optimizing business processes and systems. The Business Analyst creates metrics and models that help business partners make sound decisions by extracting, analyzing, and presenting data for specific reports or projects.

- Advises managers in critical, sensitive, or confidential matters, including personnel matters and is proactive in anticipating needs and trends.
- Collaborates with customers and coordinates with data/reporting professionals to deliver business intelligence solutions that solve complex citywide problems.
- Recommends and implements business process solutions and delivers complex data and analytics solutions.
- Represents data graphically to make complex information more understandable and accessible including visual presentations such as charts, maps, dashboards, and reports to help people interpret and make sense of data.
- Designs/manages the creation of analytics projects using Business Intelligence Applications tools and strategies.
- Coordinates the extraction, cleaning, and manipulation of data related to project delivery.
- Assist in the building, testing, and deployment of innovative data solutions.
- Develops and manages business intelligence solutions for the organization to include databases, dashboards, systems, model documents, templates, or other reusable knowledge assets.
- Collaborating with team members for the purpose of collecting data and executing the organization’s mission.
- May facilitate training for various business intelligence tools and provide technical assistance/documentation to a broad range of users at all skill levels.
- Identifies development needs for the purpose of streamlining and improving the operations of the organization for efficiency and service delivery methods.
- Facilitates collaborative communication across relevant departments/teams.
- Conducts various types of analysis such as descriptive, diagnostic, predictive, and prescriptive analytics leading to informed decision-making.
- Conducts or coordinates tests to ensure intelligence is consistent with defined needs.
- Maintains or updates business intelligence tools and/or methods.
- Performs other related duties and responsibilities as required.
Requires a Bachelor’s degree in Computer Science or Computer Programming or related field plus three to five years of relevant work experience or an equivalent combination of education and relevant work experience that provides the necessary knowledge, skills, and abilities to successfully perform the responsibilities of the position. Strong technical analysis and technical learning aptitude. Experience defining business processes fortechnical solutions (business process mapping). Strong communications (verbal and written),organizational, and problem-solving skills. Good interpersonal skills with department office staff.Work management skills related to managing fast-paced working environments to include multipletasks, prioritization, developing testing plans, teamwork, and managing working with peers and other departmental and IT staff.

- Business Analysis Certification (IIBA, PMI)
- Experience with IT projects

Work Location: 1000 Business Center Dr Work Hours: 8 am – 5 pm, Monday – Friday (may be required to work evenings as needed due to system outages)

Must possess and maintain a valid state driver’s license with an acceptable driving history.

- Knowledge of data/spatial data analysis related to creating business solutions.
- Knowledge of Microsoft Office tools.
- Knowledge of business intelligence tools or systems including design of related databases, spreadsheets, or outputs.
- Knowledge and understanding of data governance best practices. Skill in communicating effectively both verbally and in writing.
- Skill in prioritizing multiple projects and tasks simultaneously.
- Skill in establishing measurable metrics to evaluate recommended strategies
- Ability to understand complex business needs, create technical/business requirements, to customize solutions to meet customer needs.
- Ability to effectively train others, complete documentation, and present on projects and solutions as needed. Ability to quickly recognize and analyze irregular data and solutions.
