Description

We are seeking a Senior Database Developer/Administrator with 10 years of experience in Microsoft Access and SQL to lead the migration of legacy Access databases into modern, high-performance cloud-native SQL platforms. This role will involve close collaboration with program stakeholders to analyze existing data structures, design and implement schema transformations, ETL pipelines, validation checks, and cut-over plans, and ensure a smooth transition to the new environment.

Responsibilities:

  • Design, develop, and maintain complex Microsoft Access databases, including table structures, queries, forms, reports, and VBA automations.
  • Lead the migration of legacy Access applications to cloud-native SQL environments (Azure SQL, AWS RDS, PostgreSQL, etc.).
  • Perform logical and physical data modeling, normalization, ER modeling, and schema refactoring.
  • Build, configure, and monitor ETL pipelines using SSIS, Azure Data Factory, AWS DMS, or equivalent tools.
  • Conduct performance tuning, query optimization, and troubleshooting of SQL execution plans.
  • Develop migration runbooks, data dictionaries, documentation, and deliver knowledge transfer sessions.
  • Ensure database systems comply with accessibility standards (EIR) for user interfaces and reporting.
  • Support disaster recovery procedures, database security standards, and monitoring.
  • Collaborate with program users to analyze needs and deliver scalable, reliable, and compliant data solutions.

Candidate Skills and Qualifications

Minimum Requirements:

  • 10 years Advanced MS Access development (normalized tables, queries, forms, reports, VBA automation).
  • 10 years Relational database design, ER modeling, schema refactoring, SQL schema migrations.
  • 10 years Expertise in migrating legacy Access databases into at least one major cloud SQL service (Azure SQL, PostgreSQL, AWS RDS for SQL Server/MySQL).
  • 8 years ETL development (SSIS, Azure Data Factory, AWS DMS, or similar tools).
  • 8 years Creating migration runbooks, data dictionaries, technical documentation, and training.
  • 8 years RDBMS admin/console tools (SSMS, TOAD, SQL Developer).
  • 8 years Batch processing and data integration solutions in SSIS/Azure Data Factory; monitoring performance and reviewing query plans.
  • 8 years Hands-on database migration from legacy systems to modern platforms.

Preferred Requirements:

  • 6 years CI/CD practices (GitHub, JIRA) in database projects.
  • 6 years Experience with reporting/BI tools (Power BI, Tableau).
  • 6 years Agile development methodologies.
  • 3 years Prior experience in healthcare or Public Health.
  • 3 years State of Texas agency project experience (Agile methodologies, compliance standards).
