CHARACTERISTICS OF THE WORK

Under direction of the Family Health Centers (FHC) Board of Governors (Board), provides leadership, overall direction, and administration of FHC programs, services, and operations.

Responsible for planning, organizing, developing, and administering the functions of FHC, consistent with statutory, regulatory, and accreditation requirements.

Directs the organization towards its primary goals and objectives, consistent with its mission, vision, and values. Provides strategic and skilled navigation, understanding of the drivers, trends, and outside forces — both threats and opportunities — that impact the provision of healthcare systems.

Promotes a culture of inclusion, equity, and belonging that supports personnel and encourages a learning environment.EXAMPLES OF THE WORK (These statements are intended to be illustrations of the work of this class.)

Leads the organization in developing a vision for the future of FHC and translates that vision into actionable steps.

Guides the assessment of priority health care needs of the community and determines strategies and actions to meet those needs.

Ensures that FHC is structured and its personnel selected, empowered, and motivated to maximize the organization’s ability to deliver its programs and services.

Selects, hires, supervises, and maintains executive personnel and senior department directors, delegating authority to them, as appropriate.

Oversees the preparation of annual budgets, federal grant applications, and coordination of state, local, and federal funding sources to maintain a financially viable and cost-effective community health center.

Serves as the appointing authority of FHC, approving the employment, promotion, suspension, and discharge of personnel in keeping with the FHC Personnel Policies and the Civil Service Board Rules.

Oversees and approves capital improvements, ensuring their direct relation to established goals/objectives or requirements.

Serves as the claims-management contact for FHC, assuring the day-to-day claims management activities are performed and monitored.

Serves as the binding authority for all FHC contracts and agreements.

Ensures direction of the organization’s continuous quality improvement (QI) efforts and oversees the personnel and other resources to implement other key initiatives within budgetary goals, objectives, and constraints.

Establishes and maintains long-term financial sustainability by building on existing revenue models and developing new models and revenue streams.

Develops metrics to monitor and measure the financial health of the organization.

Collaborates with the Board of Governors in recruiting Board members and ensuring that the company maintains its adequate Board Member-patient ratio.

Makes regular executive reports to the Board, such as operational updates, financial and potential legal issues, as well as any issues of which the Board must be made aware.

Collaborates with the Board and senior leadership team in making decisions for the administrative and financial integrity of the organization.

Ensures an effective system of communication between the organization, community partners, and patients is established and maintained.

Guides FHC in developing and maintaining a positive relationship with its community partners.

Develops and directs strategies for advocacy on behalf of FHC and the vulnerable populations it serves with legislators, policy makers, partners, stakeholders, and the media.

Performs Related Work As Required.MINIMUM REQUIREMENTS Master’s Degree in Business Administration, Finance, Accounting, or a closely related health or human services field.

Ten years of experience in health systems administration, five of which must have been in a community health center, multi-service healthcare facility, or comparable organization, and three of which must have been in directing senior personnel, such as directors and department managers.

An equivalent combination of training and experience may be substituted as determined applicable by Civil Service.

DESIRABLES

Experience working in a Federally Qualified Health Center (FQHC) or with the Health Resources and Services Administration (HRSA).

More than ten years of experience in health systems administration.

Five or more years of experience directing senior personnel in health systems administration.An Equal Opportunity Employer
