Description of Work

This position is open only to current North Carolina State Government employees and eligible RIF candidates.The maximum recruitment salary for this position is $84,000. The North Carolina Department of Labor is charged by statute with promoting the health, safety and general well-being of the workers in the state. The laws and programs the Department administers affect every worker in the state. The Department is organized into three primary divisions which carry out the Department’s principle regulatory, enforcement and promotional programs, and the administrative operations. The three primary divisions have divisions, bureaus and offices under each, which carry out the specific and specialized portions of the NCDOL mission. To learn more about the NC Department of Labor, please visit our website at https://www.labor.nc.gov/.The Human Resources Division (HR) provides personnel functions and transactions that occur in the Department of Labor in the areas of personnel policies and procedures, employee relations, disciplinary actions, recruitment, salary administration, organization and position management, training and staff development, performance management, and benefits and orientation.Position leads employee relations investigations and procedures to include written warnings, dismissals and grievances. Position administers the performance management system (NCVIP) for the agency. Position interprets the performance management system policy requirements set forth by OSHR to employees and supervisors. Assists in resolution of issues between supervisors and employees regarding all aspects of the appraisal process, to include Performance Improvement Plan and Documented Counseling. Administrator for Learning Management System (LMS) and Training manager for the agency. Develops, modifies, and implements updates to new and existing HR training opportunities for employees and supervisors. Position manages the agency’s Unemployment Insurance Program and Employee Assistance Program. Administers EEO plan for the agency. Participates in employee new hire orientation on policies and procedures of position’s program areas. Administers CPM program for the agency and other duties assigned by the HR Director.
Knowledge, Skills and Abilities / Competencies

Demonstrated experience in conducting or assisting with employee relations investigations Demonstrated experience working with the NCVIP system Demonstrated experience working with Performance Management in a North Carolina state government agency Demonstrated experience with the LMS system Considerable knowledge of personnel and management practices; and of agency or institution programs and organization
Minimum Education and Experience Requirements
