HCM Project Manager

ECS is seeking an HCM Project Manager to work in our Arlington, VA office. Please Note: This position is contingent upon additional funding.
Job Summary
We are seeking an experienced and driven Project Manager – Human Capital Modernization to lead and deliver HR technology initiatives that support business transformation, operational efficiency, and enhanced employee experience. This role requires a strong background in project management, business process engineering, Lean Six Sigma , and-most importantly-stakeholder and customer engagement . You will be responsible for building strong relationships with internal stakeholders and end users across the organization to ensure successful project outcomes and user adoption.
Key Responsibilities
- Project Management: Lead HCM projects, including planning, execution, risk management, resource allocation, and post-implementation support.
- Stakeholder & Customer Engagement: Facilitate regular communication with stakeholders to gather requirements, manage expectations, and ensure alignment with business objectives.
- Business Process Engineering: Analyze, design, and optimize HR processes to improve efficiency, scalability, and user experience. Align technology solutions with re-engineered workflows.
- Lean Six Sigma Application: Utilize Lean Six Sigma methodologies to identify inefficiencies, reduce waste, and drive continuous improvement across HR systems and processes.
- Change Management & Training: Develop and execute change management and training strategies to support system adoption and minimize disruption during transitions.
- Governance & Compliance: Ensure all projects adhere to OPM, Federal Regulations and internal IT governance, security standards, and data privacy regulations (e.g., GDPR, HIPAA).
- Documentation & Reporting: Maintain comprehensive project documentation, including project plans, business requirements, test cases, and status reports for stakeholders and leadership.
Required Skills
- Bachelor’s degree in Information Technology, Business Administration, Human Resources, or a related field.
- 5 years of project management experience, including at least 2 years focused on HCM or HR systems.
- Proven experience in stakeholder engagement, customer relationship management, and cross-functional collaboration.
- Demonstrated success in business process engineering and process optimization.
- Knowledge and practical application of Lean Six Sigma principles (Green Belt or higher preferred).
- Familiarity with HR systems such as Workday, SAP SuccessFactors, Oracle HCM, or equivalent.
- Experience managing complex projects involving multiple stakeholders and dependencies.
- Excellent communication, presentation, and facilitation skills.
- Proficiency with project management and collaboration tools (e.g., MS Project, Smartsheet, Jira, Asana, Confluence).
Desired Skills
- PMP, PRINCE2, or Agile/Scrum certification.
- Lean Six Sigma Green Belt or Black Belt certification.
- Experience in HR data migration and integrations.
- Background in managing projects within large organizations.
- Familiarity with user experience (UX) design principles in HR technology.
