Description of Engagement

The Minnesota Department of Information Technology Services (MNIT), partnering with the Minnesota Department of Health (MDH), is seeking an independent outside vendor to perform a Risk Assessment and a Project Audit for the MDH eLicensing project.

MDH has the statutory responsibility to credential a variety of health-related providers, equipment, and facilities. MDH is also required to provide oversight through license renewals, inspections, investigations, and enforcement activities. The MDH eLicensing project is an ongoing implementation of a common solution/platform supporting more than 40 licensing and credentialing programs across multiple MDH divisions. This project involves solution delivery from a Software as a Service (SaaS) vendor and a vendor-built e-payment integration with an established bank. MNIT staff are responsible for configuration of the software for each onboarding program. The vendor provides MDH license data which MNIT imports into a data lake for any required data integrations. Minnesota Statutes require an independent Risk Assessment (Minn. Stat. § 16E.04, subd. 3(a)) and Project Audit (Minn. Stat. § 16E.01, subd. 3(e)) for projects that exceed certain cost thresholds. The vendor under this engagement will perform these statutorily-required tasks for the MDH eLicensing project. Please see the Buyer Attachment (Deliverables and Qualifications) for outlines of what the Risk Assessment and the Project Audit will entail.

Work is expected to be performed off-site/remotely unless the winning vendor’s proposed work plan recommends on-site work. If on-site work is proposed, travel costs should be incorporated into the vendor’s cost proposal.

The vendor’s resources must be available for meetings during regular business hours of 8:00 a.m. – 4:30 p.m. Central Time, Monday through Friday.

Audit Principles

MNIT has developed audit principles and standards. The selected vendor will need to agree to adhere to the document found in the Buyer Attachment section of the Event.

Resource Need

This request is for a vendor to provide services on a deliverables basis, utilizing however many resource(s) are necessary to complete the work.

Interviews

The State will conduct interviews with a short list of the highest ranked responder(s). The State will request that at a minimum, the responders’ Project Manager appear for the interview. The State reserves the right to remove a responder from consideration if the responder is unavailable for interview as requested by the State. Interviews will be conducted via Microsoft Teams.
