Job Title: Project Manager

Location: West Sacramento, CA (2 3 days/week onsite)

Duration: 6-12 Months

Job Description Project Manager

The Project Manager (Contractor) will:

  • Manage technology projects from initiation to close-out.
  • Apply best practices from PMBOK, SDLC, Agile, and ITIL.
  • Ensure project deliverables meet objectives, success criteria, and timelines.
  • Use client-approved Project Portfolio Management (PPM) and tools (e.g., Clarity PPM, MS Project).
  • Provide day-to-day team direction, monitor progress, manage issues/risks, and ensure product quality.
  • Report to the Project Management Office (PMO) Supervisor or designee and may oversee multiple projects simultaneously.
  • Prepare and deliver artifacts such as project charters, schedules, communication/risk plans, training, transition plans, status reports, lessons learned, and closeout reports.

Minimum Technical Qualifications

Each proposed Project Manager must have (as of Offer Due Date):

  1. 10 years Project Management experience (with 7 years as sole/lead PM).
  2. 5 years managing software/application projects using a formal SDLC.
  3. 5 years as sole PM on COTS/MOTS/XaaS products.
  4. 3 years as sole PM for network infrastructure or client infrastructure projects.
  5. 3 years as sole/lead PM in state or local government.
  6. 5 years using MS Project for detailed scheduling.
  7. 5 years using MS Excel, Visio, and analytical tools.
  8. 5 years facilitating formal issue/risk management processes.
  9. 5 years coordinating multiple stakeholders and business units.

Desirable Qualifications

(Not mandatory, but preferred):

  • 5 years in communication & Organizational Change Management planning.
  • 5 years with Agile delivery in enterprise-wide initiatives.
  • 3 years with proprietary methodologies in enterprise-wide initiatives.
  • 3 years with PPM tools (Clarity, Jama, Microfocus ALM).
  • PMP or equivalent certification (requiring 60 months PM experience).
  • Bachelor s degree in a related field.
  • Ability to comply with hybrid work model (2 3 days onsite in West Sacramento, CA).
