Job Description:

We are seeking a COBOL Developer / Batch Developer Lead with strong mainframe batch development experience to lead the design, development, and migration of large-scale financial batch systems to cloud-native platforms. The ideal candidate will bring expertise in legacy COBOL batch processing, leadership experience, and exposure to modern cloud migration strategies.

Responsibilities:

  • Analyze, design, and maintain high-volume batch processes for financial management systems.

  • Lead migration of mainframe batch jobs to cloud-native platforms (Google Cloud Platform preferred).

  • Design scalable, reliable, and secure batch solutions for collections, disbursements, adjustments, and reconciliations.

  • Implement monitoring, exception handling, and recovery for mission-critical jobs.

  • Support ETL pipelines for historical data migration and accuracy validation.

  • Collaborate with SMEs, business analysts, and QA teams to deliver compliant and efficient solutions.

  • Provide leadership and guidance to development teams in batch development best practices.

Mandatory Qualifications:

  • 7+ years of experience in batch development using COBOL, ECL, DMS/RDMS.

  • Experience developing/maintaining financial batch systems.

  • 2+ years in a lead developer role.

  • Experience migrating mainframe batch processes to cloud-native platforms.

Desirable Qualifications:

  • Experience with Integrated Eligibility Systems (IES) or Child Support Services systems.

  • Knowledge of child support financial functions (SDU reconciliation, UIFSA transfers, federal offset/tax intercept).

  • Hands-on experience with Google Cloud Platform (Google Cloud Platform) tools Cloud Functions, Dataflow, Pub/Sub.

  • Strong knowledge of compliance and financial reporting policies.

  • Bachelor s degree in Computer Science, Information Systems, or related field.
