Role: Cost Analyst – Journeyman
POP: 12+ Months Contract
Location: Elizabeth City, NC (On-site)
SCOPE:
The Cost Analyst supports IT asset lifecycle cost modeling, investment analysis, and cost estimation activities aligned to enterprise systems, software development, infrastructure sustainment, and configuration control.
REQUIRED SKILLS:
- Minimum High School Diploma or Bachelor s or Associate’s degree in Computer Science, Math, Information Technology, Engineering, or related field. Two (2) years of directly relevant experience may substitute for one (1) year of formal education.
- CompTIA Security+ required
- Minimum of three (3) years of experience with using business analysis and data visualization tools beyond Excel (i.e., COGNOS, Tableau, VBA, SAS) preferred.
- Advanced Microsoft Office Suite skills and the ability to use Outlook, Access, PowerPoint, and Word required.
- Minimum of one (1) year of experience in an Agile DevSecOps software and engineering environment and Methodologies.
- Minimum of one (1) year of experience with Jira, Confluence, and Bitbucket.
- Demonstrated ability to apply financial and statistical methods to IT investment and lifecycle analysis.
- Familiarity with configuration management environments, asset baselining, and software/hardware version control cost modeling.
- Experience developing estimates and visualizations using tools such as Excel (advanced functions, macros, VBA), COGNOS, Tableau, or SAS.
- Strong understanding of federal financial management principles, cost justification, and return-on-investment analysis.
- Proficiency with Microsoft Office Suite (Excel, PowerPoint, Word, Outlook); strong analytical and written communication skills.
- Experience working in Agile DevSecOps environments and with tools such as Jira, Confluence, and Bitbucket.
PREFERRED SKILLS:
- Experience supporting mission systems within DHS or DoD environments preferred.
- Additional certifications (Network+, AWS Certified Cloud Practitioner, Certified Cost Estimator/Analyst (CCEA), ITIL Foundation, or other equivalent certifications) are a plus.
TASKS
- Perform comprehensive economic and lifecycle cost analysis of IT systems, software applications, infrastructure components, and configuration baselines.
- Develop and maintain cost models and independent cost estimates (ICEs) supporting IT investments, system upgrades, and configuration-related changes.
- Support development of level of effort (LOE) estimates and budget requirements for new development, sustainment, and change requests tied to configuration baselines.
- Evaluate costs and benefits of alternatives for software version upgrades, cloud migration, license renewals, and system modernization.
- Analyze cost data related to hardware/software configurations, CMDB records, and asset lifecycle documentation.
- Collaborate with Configuration Managers, Business Analysts, and Program Managers to ensure accurate financial forecasting aligned with change management workflows.
- Track and reconcile contract expenditures, procurement actions, and recurring service costs associated with CM-relevant IT initiatives.
- Provide analysis and reports to support Configuration Control Boards (CCBs) and other governance activities.
- Participate in Agile DevSecOps processes, supporting sprint planning, cost tracking, and integration of financial metrics into Jira and Confluence.
- Develop cost benefit analyses (CBAs), business case justifications, and briefing materials for leadership and stakeholders.
- Conduct market research and comparative pricing for hardware, licenses, and cloud services related to configuration management systems.
- Assist in the preparation of annual and multi-year budget submissions, program justifications, execution plans, and funding summaries.
- Document and update policies, procedures, and standard cost estimating practices that align with agency financial guidelines and CM processes.
